On October 28, Xinhua News Agency released the "Suggestions of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development." The document outlines a series of price policies aimed at promoting economic and social development during the 15th Five-Year Plan period. The key points are summarized below:
Comprehensively address "involutionary" competition. Unify market regulatory enforcement, strengthen quality supervision, refine the benchmark system for administrative discretion, and intensify law enforcement and judicial efforts to combat monopolies and unfair competition, thereby fostering a market order characterized by high quality commanding premium prices and healthy competition.
Strengthen the strategic guiding role of national development planning, enhance coordination among fiscal and monetary policies, and effectively leverage the roles of industrial, price, employment, consumption, investment, trade, regional, environmental protection, and regulatory policies to foster an economic development model that is increasingly driven by domestic demand, boosted by consumption, and underpinned by endogenous growth. Strengthen counter-cyclical and cross-cyclical adjustments, implement more proactive macroeconomic policies, and continue to ensure stable growth, stable employment, and stable expectations.
Protect and boost farmers’ enthusiasm for farming and grain production, and strengthen policy support and coordination in areas such as pricing, subsidies, and insurance. Increase the intensity of benefit compensation for major grain-producing regions and implement inter-provincial horizontal benefit compensation between producing and consuming regions. Strengthen the management of grain procurement, sales, and reserves.
Improve the primary distribution mechanism in which various factors of production are evaluated by the market and remuneration is determined according to their contributions, thereby encouraging those who work harder to earn more, those with higher skills to earn more, and innovators to earn more.
Oriented toward public welfare, we will deepen reforms in public hospitals regarding staffing, service pricing, salary systems, and comprehensive regulatory oversight, and strengthen operational support for county-level, district-level, and primary-level medical institutions.
Improve the diversified ecological compensation mechanism and, based on local conditions, expand channels for realizing the value of ecological products.
Comprehensively enhance the complementarity, mutual assistance, and resilience of the power system; scientifically plan pumped-storage hydroelectricity; vigorously develop new types of energy storage; and accelerate the construction of smart grids and microgrids. Raise the level of electrification in end-use energy consumption and promote green and low-carbon energy consumption. Speed up the establishment and improvement of market and pricing mechanisms that are suited to the new energy system.
Implement fiscal, tax, financial, investment, pricing, technological, and environmental protection policies to promote green and low-carbon development. Improve the incentive mechanisms for green consumption and popularize green and low-carbon lifestyles.
