In order to protect the geological environment of mines, the "Administrative Measures for the Management of Deposits of Mining Geological Environments and Restoration in Shaanxi Province" will be implemented from June 1. Before the production of new mines, the mine geological environment protection and restoration and restoration plan, and the mine geological environment treatment and restoration shall be submitted. Commitment.
It is understood that the deposit for the restoration and restoration of mine geological environment refers to the funds stored by the mining rights holder to fulfill the obligations of mine geological environment protection and restoration. Even if the mining rights owner has stored the deposit, there is still an obligation to recover and restore the geological environment of the mine. Prior to the start of production of a new mine, a mine geological environmental protection and governance restoration plan and a mine geological environment governance restoration and recovery commitment shall be submitted.
The method stipulates that the amount of margin deposit shall be determined based on factors such as the approved mine design and mining type, mining scale, age and the impact of mining on the geological environment. Where the mining license is valid for less than 5 years, the mining right holder shall store the deposit in full at one time; if the mining license is valid for more than 5 years and less than 10 years, the first storage amount shall not be less than 30% of the total amount that should be stored. If the mine management is completed at one time, the mining right holder can withdraw 90% of the deposit after passing the experience. If the mining right owner fails to store the deposit on time, the land and resources administration department shall order it to be stored within a time limit and impose a fine of less than 30,000 yuan. Failure to fulfill the obligations of governance restoration or unqualified acceptance of the governance restoration project, the inspection and acceptance authority shall issue a notice of rectification for the restoration and restoration of the geological environment of the mine within a time limit and order the restoration and restoration within a time limit.
