Zhejiang Zhiyuan Company’s best practices for undertaking international projects began in 2012. The North Star and Glacier Valley iron ore projects in Australia, commissioned by Baosteel Group. The only officially recognized reporting standards for serving both domestic and overseas capital markets in China’s mineral resources sector—according to a report by our correspondent (Chief Reporter Wang Qiongjie)—at a recent international seminar on mineral reserve reporting standards held in Beijing, the China Association of Mineral Rights Appraisers (hereinafter referred to as CMAA) officially released the “Rules for Solid Mineral Resource Reserve Reporting (2025)” (hereinafter referred to as the “Rules”). This marks another significant step forward for China in aligning its rules with the international mining market, following the earlier alignment of its mineral resource reserve classification system with international standards.
In June 2018, after being designated by the relevant authorities as the Chinese working body for China’s participation in CRIRSCO, the China Mineral Resources Evaluation Association began drafting the “Rules,” which were issued on a trial basis in 2020. The 2025 edition of the “Rules” released this time comprises 20 sections and has been developed based on China’s classification standards for reserves of solid mineral resources and the CRIRSCO template. These Rules are effectively aligned with the reserve reporting standards of major mining countries, such as NI 43-101, JORC, and SK-1300. The content covers requirements for competence, technical standards, and reporting preparation guidelines for mineral resource reserves. They represent the only officially recognized reserve reporting rules in China’s mineral resources sector that are accepted by all members of CRIRSCO and are also endorsed for use in both domestic and international capital markets.
The “Rules” standardize the categories and definitions of mineral resource reserves in the capital market, clarify the specific requirements for reporting mineral resource reserves in the capital market, establish a competency-based system with Chinese characteristics, and explicitly define that competent persons are primarily responsible for estimating and evaluating mineral resource reserves. They also comprehensively regulate the preparation of reports on mineral resource reserves. At the same time, the “Rules” serve as the foundational document for disclosing mineral resource reserves in China’s capital market. They are reporting rules grounded in the mining industry and designed to support both the mining capital market and the mining rights trading market. These rules focus on standardizing the technical content and requirements of mineral resource reserve reports, particularly the conduct of personnel involved in estimating and preparing such reports, and thus constitute a set of regulations that govern the behavior of professionals in this field.
“The ‘Rules’ play a crucial role in accelerating the development of the mineral resource factor market and the capital market for mineral exploration risks, promoting the integration of domestic and international mining markets, enhancing the efficiency of financing for listed companies that are simultaneously listed on both domestic and overseas exchanges, and fostering world-class mining enterprises. Moving forward, we will continue to carry out the selection of qualified professionals and promote the application of these reporting rules—particularly in areas such as the disclosure of resource reserves and value assessments by mining companies listed domestically that hold overseas mineral resource interests. We will also further strengthen credit management for institutions and qualified professionals, striving to provide mining investors, potential investors, and their advisors in the capital market with comprehensive, objective, and authentic information on mineral resource reserves,” said a relevant official from the China Mineral Resources Evaluation Association.
