To further reduce the burden on businesses and the public and maintain steady and relatively rapid economic development, the provincial government decided on the 27th: Following the first batch of measures taken on the 15th—cancelling 25 administrative and public service fees, suspending the collection of 23 such fees, and lowering the fee standards for 9 such fees—the second batch will cancel 48 administrative and public service fees, suspend the collection of 6 such fees, and lower the fee standards for 2 such fees.

Starting in December, eight administrative and public service charges will be abolished, including the fee for issuing approval certificates for enterprises invested by overseas Chinese from Taiwan, Hong Kong, and Macao; the local higher education fee for construction projects; the fee for reviewing licenses for pharmaceutical and medical device operators; and the fee for the official seal of urban planners. Starting next year, an additional 40 administrative and public service charges will be eliminated, including miscellaneous fees for compulsory education, tuition fees for students attending schools outside their registered residence, fees for issuing educational certificates, fees for registering student organizations, arbitration fees for labor disputes, and visa fees for employment contracts.

Starting in December, the collection of six administrative and public service fees will be suspended, including the fee for urban housing safety assessments, the fee for reviewing licenses for pharmaceutical manufacturers, the fee for issuing preparation licenses, the fee for issuing water withdrawal permits, the fee for seed licenses, and the fee for forestry certificates.

Starting from January 1, 2009, the management fees for road transportation and waterway transportation will both be charged at 70% of the current fee standards.
