To ensure that our province can expand domestic demand and secure land needed for increased investment projects, the Provincial Department of Natural Resources and Land on November 15 issued the “Opinions on Implementing the Requirements of Addressing Both Symptoms and Root Causes, Maintaining Stability, and Promoting Adjustment to Foster Steady and Relatively Rapid Economic Growth,” calling on natural resources and land departments across the province to do everything possible to provide land guarantees and make every effort to resolve land issues for current key, urgently needed, and challenging construction projects.
　　

Currently, our province is prioritizing the provision of construction land for three types of projects. We will give top priority to land allocation for projects that are crucial to maintaining steady and relatively rapid economic growth and driving economic transformation and upgrading. We will strengthen land support for the development of advanced manufacturing and modern service industries, thereby promoting their healthy and orderly growth. We will also ensure land availability for projects that directly benefit people’s livelihoods, actively supporting agricultural modernization, rural infrastructure development, and public welfare initiatives. Furthermore, we will implement land policies for geological disaster risk mitigation and relocation, poverty alleviation through moving down from mountains, and resettlement of relocated populations.

In the “Opinions,” the Provincial Department of Natural Resources and Land also specifically emphasized the need to continue ensuring the supply of land for affordable housing, thereby addressing the housing needs of middle- and low-income residents. It stressed strict control over the allocation of land for low-density, large-sized residential units, adjusting the proportion of land allocated to housing projects that serve the public interest, and giving priority to securing land for compact housing—such as low- and mid-priced, small- and medium-sized units (including subsidized rental housing and economically affordable housing).

A responsible official from the Provincial Department of Natural Resources and Land said that while making every possible effort to secure land resources for expanding domestic demand and boosting investment, and ensuring steady and relatively rapid economic growth, it is imperative to fully implement the strictest land management system. We must uphold the strictest system for protecting cultivated land, enforce the most stringent land-saving measures, promote land development, reclamation, and remediation, ensure that the balance between cultivated land occupation and replenishment is maintained, strengthen management of rural land expropriation, strictly adhere to expropriation procedures, fully implement funding arrangements for land expropriation, and safeguard the legitimate rights and interests of farmers whose land has been expropriated.
