To encourage self-employment and independent career development and further promote the reemployment of unemployed individuals, in accordance with the "Regulations on Employment of Persons with Disabilities" (Decree No. 488 of the State Council), the "Notice of the State Council on Doing a Good Job in Promoting Employment" (Guofa [2008] No. 5), the "Several Opinions of the State Council on Encouraging, Supporting, and Guiding the Development of the Non-Public Sector, Including Individual and Private Enterprises" (Guofa [2005] No. 3), the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Guiding and Encouraging College Graduates to Seek Employment at the Grassroots Level" (Zhongbanfa [2005] No. 18), and the "Notice of the General Office of the State Council Forwarding the Opinions of the Ministry of Civil Affairs and Other Departments on Preferential Policies for Supporting Retired Soldiers in Urban Areas to Find Employment on Their Own" (Guobanfa [2004] No. 10), and with the approval of the State Council, we hereby announce the implementation of preferential fee policies for individuals engaged in self-employment:
1. Unemployed individuals, persons with disabilities, retired soldiers, and college graduates who have graduated within the past two years—provided they engage in individual business activities (excluding construction, entertainment, sale of real estate, transfer of land use rights, advertising, real estate brokerage, saunas, massage services, internet cafes, oxygen bars, and the like; the same applies hereinafter)—shall be exempt from administrative and public service fees related to management, registration, and licensing for a period of three years starting from the date of their initial registration with the industrial and commercial authorities.
II. The specific fee items exempted as mentioned above include:
(1) Registration and filing fees collected by the administration for industry and commerce from individual business households (including fees for business commencement registration, change registration, reissuance or replacement of business licenses and duplicate copies of business licenses), individual business household management fees, wholesale market management fees, fees for notarization of economic contracts, and fees for providing standard texts of economic contracts;
(2) The fee for issuing tax registration certificates collected by the tax authorities;
(3) Administrative enforcement fees collected by health authorities for health monitoring, health quality inspection, preventive medical examinations, and issuance of health permits;
(4) Registration fees (including certificate fees) collected by civil affairs departments for privately-run non-enterprise units;
(5) The fee for issuing professional qualification certificates collected by the human resources and social security department (formerly the labor security department);
(6) Other administrative and public service fees related to individual business operations that have been approved by the State Council, the Ministry of Finance, and the National Development and Reform Commission, including registration fees, licensing fees, and management fees.
(7) Administrative and public service charges related to individual business operations, approved by the people's governments of provinces, autonomous regions, and municipalities directly under the central government, as well as their financial and pricing authorities, within their respective administrative jurisdictions.
3. The financial department should coordinate and allocate budgetary funds for relevant departments to ensure that they can perform their duties normally.
4. The people's governments of provinces, autonomous regions, and municipalities directly under the central government, together with their respective finance and price authorities, shall formulate specific policy measures for reducing or exempting administrative and public service charges to support employment within their administrative jurisdictions, and shall file these measures with the Ministry of Finance and the National Development and Reform Commission for record.
V. The financial and pricing authorities of all provinces, autonomous regions, and municipalities directly under the central government shall, through various news media, publicly announce to the public the administrative and public service charges that are waived to support employment efforts, ensuring that registered unemployed individuals, persons with disabilities, veterans, and eligible college graduates fully understand and benefit from the relevant fee reduction and preferential policies.
6. The relevant departments—including those responsible for industry and commerce, taxation, health, civil affairs, and human resources and social security—should urge the fee-charging entities within their respective systems to earnestly implement the aforementioned provisions on fee reductions and exemptions. They should also strengthen the registration and record-keeping management of personnel eligible for these preferential policies, ensuring that those who meet the criteria can fully benefit from the fee reduction and exemption policies for self-employment.
7. The financial and pricing authorities of all provinces, autonomous regions, and municipalities directly under the central government shall strengthen supervision and inspection of the implementation of the above-mentioned fee reduction and preferential policies, and ensure that these policies are effectively put into practice. Departments and entities that fail to implement the fee reduction and preferential policies as required shall be seriously dealt with in accordance with relevant laws and administrative regulations.
