Recently, the State Council issued the "Several Opinions of the State Council on Accelerating the Development of the Service Sector" (Guofa [2007] No. 7, hereinafter referred to as the "Opinions"), which serves as a guiding document for promoting the accelerated development of the service sector in the new era and at a new stage. Guided by the Scientific Outlook on Development and the idea of building a harmonious socialist society, the "Opinions" elaborates—on a strategic and holistic level—the significant importance of accelerating the development of the service sector and clearly defines the goals, tasks, and measures for speeding up the development of the service sector in the current and coming periods. To ensure the effective implementation of the spirit of this document, we hereby issue the following notice regarding relevant requirements:

First, further enhance the urgency of doing a good job in the service sector. Development and Reform Commissions and Economic and Trade Commissions (or Economic Commissions) at all localities should earnestly organize study sessions, deeply grasp the spirit of the document, strengthen organizational leadership, intensify efforts, and formulate specific work plans for implementing and carrying out the “Opinions.”

II. Take effective measures and steadily advance the work in the service sector. Development and Reform Commissions and Economic and Trade Commissions (or Economic Commissions) in various regions should, based on local conditions and因地制宜, actively explore new ideas and approaches for the development and reform of the service sector, and further study and formulate policies and measures to accelerate the growth of the service sector.

Third, strengthen situation analysis and grasp the dynamic trends in the development of the service sector. Given the broad scope and significant industry differences within the service sector, we must bolster our resources and devote substantial effort to studying emerging issues and trend-oriented challenges in service-sector development. We should produce accurate, comprehensive, and timely situation-analysis reports that provide effective support for formulating policies and measures for the service sector.

Please submit to the Industrial Policy Division of our Commission, by the end of June, a report on the phased implementation of the “Opinions” in your respective regions.
