In 2015, faced with a complex and evolving international landscape and daunting domestic tasks of reform, development, and stability, the Party Central Committee and the State Council united and led people of all ethnic groups across the country to, in accordance with the overall strategic framework of the “Five-in-One” layout and the “Four Comprehensive” strategic layout, firmly establish and implement the development philosophy of innovation, coordination, green development, openness, and shared prosperity. Adapting to the new normal of economic development, we remained committed to reform and opening-up, upheld the general tone of seeking progress while maintaining stability, and pursued steady growth, structural adjustment, betterment of people’s livelihoods, and risk prevention. We continuously innovated our macroeconomic regulation approaches and methods, deepened structural reforms, and vigorously promoted mass entrepreneurship and innovation. As a result, we strove to keep the economy growing at a medium-to-high speed and move it toward the mid-to-high end of the value chain, accelerated the pace of transformation and upgrading, continuously deepened reform and opening-up, and made sustained progress in improving people’s livelihoods. Our economic and social development thus reached a new level, bringing the 12th Five-Year Plan to a successful conclusion and laying a solid foundation for the 13th Five-Year Plan’s economic and social development and for securing a decisive victory in building a moderately prosperous society in all respects.
I. Comprehensive
Preliminary calculations show that the country's GDP for the year is... [2] 67,670.8 billion yuan, an increase of 6.9% over the previous year. Among these, the value added of the primary sector was 6,086.3 billion yuan, up 3.9%; the value added of the secondary sector was 27,427.8 billion yuan, up 6.0%; and the value added of the tertiary sector was 34,156.7 billion yuan, up 8.3%. The share of the primary sector’s value added in GDP was 9.0%, while the share of the secondary sector was 40.5%, and the share of the tertiary sector was 50.5%, exceeding 50% for the first time. Per capita GDP for the year totaled 49,351 yuan, an increase of 6.3% over the previous year. Total national income for the year... [3] 67,302.1 billion yuan.

At the end of the year, the total population of mainland China reached 1,374.62 million, an increase of 6.80 million from the end of the previous year. Among them, the urban resident population stood at 771.16 million, accounting for 56.10% of the total population—a rise of 1.33 percentage points from the end of the previous year. Throughout the year, the number of births was 16.55 million, with a birth rate of 12.07‰; the number of deaths was 9.75 million, with a death rate of 7.11‰; and the natural growth rate was 4.96‰. The population nationwide experiencing household-registration separation is... [4] 294 million people, including the mobile population. [5] 247 million people. Average life expectancy: 76.34 years.

At the end of the year, the nation’s total employed population stood at 774.51 million, of which 404.10 million were employed in urban areas. Throughout the year, urban areas added 13.12 million new jobs. At year-end, the registered urban unemployment rate was 4.05%. The nationwide migrant worker population... [7] The total number reached 277.47 million, an increase of 1.3% over the previous year. Among them, 168.84 million were migrant workers working outside their home regions, up 0.4%; and 108.63 million were migrant workers staying in their local areas, up 2.7%.

Annual per capita labor productivity [8] It is 76,978 yuan per person, an increase of 6.6% over the previous year.

For the year as a whole, the consumer price index for residents rose by 1.4% over the previous year, with food prices increasing by 2.3%. Prices for fixed-asset investment fell by 1.8%. The producer price index for industrial products declined by 5.2%. The purchase prices of industrial producers dropped by 6.1%. Producer prices for agricultural products... [9] Up 1.7%.


At the end of the year, among 70 large and medium-sized cities, the number of cities experiencing month-on-month increases in sales prices of newly built commercial residential properties was 21, an increase of 20 compared to the beginning of the year; the number of cities with declines was 49, a decrease of 20.

For the entire year, the nation's general public budget revenue totaled 15,221.7 billion yuan, an increase over the previous year on a comparable basis. [11] Increased by 832.4 billion yuan, a growth of 5.8%. Among this, tax revenue reached 12,489.2 billion yuan, an increase of 571.7 billion yuan, representing a growth of 4.8%.

At the end of the year, the country’s foreign exchange reserves stood at 3,330.4 billion U.S. dollars, a decrease of 512.7 billion U.S. dollars from the end of the previous year. The average exchange rate of the renminbi for the entire year was 6.2284 yuan per U.S. dollar, depreciating by 1.4% compared to the previous year.

II. Agriculture
The area planted with grains for the year totaled 113.34 million hectares, an increase of 620,000 hectares over the previous year. The area planted with cotton was 3.8 million hectares, a decrease of 4.2 million hectares. The area planted with oilseeds was 14.06 million hectares, an increase of 10,000 hectares. The area planted with sugar crops was 1.74 million hectares, a decrease of 160,000 hectares.
The annual grain output reached 621.44 million tons, an increase of 144.1 million tons, or 2.4%, over the previous year. Among these, summer grain production totaled 141.12 million tons, up 3.3%; early rice production stood at 33.69 million tons, down 0.9%; and autumn grain production reached 446.62 million tons, up 2.3%. The annual output of cereals amounted to 572.25 million tons, representing a 2.7% increase over the previous year. Specifically, rice production was 208.25 million tons, up 0.8%; wheat production was 130.19 million tons, up 3.2%; and corn production was 224.58 million tons, up 4.1%.

Throughout the year, cotton production totaled 5.61 million tons, a decrease of 9.3% from the previous year. Oilseed production reached 35.47 million tons, up 1.1%. Sugar cane production amounted to 125.29 million tons, down 6.2%. Tea production stood at 2.24 million tons, an increase of 6.9%.
The total annual meat production reached 86.25 million tons, down 1.0% from the previous year. Among these, pork production was 54.87 million tons, a decrease of 3.3%; beef production stood at 7 million tons, up 1.6%; mutton production totaled 4.41 million tons, an increase of 2.9%; and poultry meat production reached 18.26 million tons, up 4.3%. Poultry egg production amounted to 29.99 million tons, rising by 3.6%. Milk production totaled 37.55 million tons, an increase of 0.8%. At year-end, the live hog inventory was 451.13 million head, down 3.2%; and the number of hogs marketed for slaughter was 708.25 million head, down 3.7%.
The annual output of aquatic products reached 66.9 million tons, an increase of 3.5% over the previous year. Among these, the output of farmed aquatic products was 49.42 million tons, up 4.1%; and the output of wild-caught aquatic products was 17.48 million tons, up 0.5%.
Annual timber production totaled 68.32 million cubic meters, a decrease of 17.0% over the previous year.
Throughout the year, 1.58 million hectares of newly reclaimed farmland were equipped with irrigation systems, and an additional 2.54 million hectares were fitted with water-saving irrigation systems.
III. Industry and Construction
The total value added of the industrial sector for the year reached 22,897.4 billion yuan, an increase of 5.9% over the previous year. Among industrial enterprises above designated size, value added grew by 6.1%. By economic type within these large-scale enterprises, state-holding enterprises saw a growth of 1.4%; collectively-owned enterprises grew by 1.2%; joint-stock enterprises grew by 7.3%; foreign-invested and enterprises invested by Hong Kong, Macao, and Taiwan investors grew by 3.7%; and private enterprises grew by 8.6%. By industry category, the mining sector grew by 2.7%, the manufacturing sector grew by 7.0%, and the electricity, heat, gas, and water production and supply sector grew by 1.4%.

Among industrial enterprises above designated size for the entire year, the value-added of the agricultural and sideline food processing industry increased by 5.5% over the previous year; the textile industry grew by 7.0%; the chemical raw materials and chemical products manufacturing industry expanded by 9.5%; the non-metallic mineral products industry rose by 6.5%; the ferrous metal smelting and rolling processing industry grew by 5.4%; the general equipment manufacturing industry increased by 2.9%; the special equipment manufacturing industry expanded by 3.4%; the automobile manufacturing industry grew by 6.7%; the electrical machinery and equipment manufacturing industry rose by 7.3%; the computer, communications, and other electronic equipment manufacturing industry expanded by 10.5%; and the electricity, heat production, and supply industry increased by 0.5%. [14] Value-added growth reached 6.8%, accounting for 31.8% of the value-added of industrial enterprises above a designated size.

At the end of the year, the nation’s total installed power generation capacity reached 150,828,000 kilowatts, an increase of 10.5% over the end of the previous year. Among these: [17] The installed capacity of thermal power reached 99,021,000 kilowatts, an increase of 7.8%; the installed capacity of hydropower reached 31,937,000 kilowatts, up 4.9%; the installed capacity of nuclear power reached 26,080,000 kilowatts, up 29.9%; the installed capacity of grid-connected wind power reached 12,934,000 kilowatts, an increase of 33.5%; and the installed capacity of grid-connected solar power reached 4,318,000 kilowatts, up 73.7%.
Throughout the year, industrial enterprises above designated size achieved profits totaling 6,355.4 billion yuan, a decrease of 2.3% over the previous year. By type of ownership, state-controlled enterprises recorded profits of 1,094.4 billion yuan, down 21.9% from the previous year; collectively-owned enterprises earned 50.8 billion yuan, down 2.7%; joint-stock enterprises generated 4,298.1 billion yuan, down 1.7%; foreign-invested and Hong Kong, Macao, and Taiwan-invested enterprises posted profits of 1,572.6 billion yuan, down 1.5%; and private enterprises achieved profits of 2,322.2 billion yuan, up 3.7%. By industry sector, the mining industry reported profits of 260.4 billion yuan, down 58.2% from the previous year; the manufacturing sector earned 5,560.9 billion yuan, up 2.8%; and the electricity, heat, gas, and water production and supply sector generated 534.1 billion yuan, up 13.5%.
For the entire year, the value-added of the construction industry across the whole society reached 4,645.6 billion yuan, an increase of 6.8% over the previous year. Nationwide construction enterprises with qualified credentials—both general contractors and specialized contractors—achieved profits totaling 650.8 billion yuan, up 1.6%. Among these, state-controlled enterprises reported profits of 167.6 billion yuan, representing a growth of 6.0%.

IV. Fixed-Asset Investment
For the entire year, fixed-asset investment across the whole society totaled 56.2 trillion yuan, an increase of 9.8% over the previous year. After剔除 price factors, the actual growth rate was 11.8%. Among this total, fixed-asset investment (excluding rural households) amounted to 55.159 trillion yuan, up 10.0%. By region, ... [18] Investment in the eastern region reached 23,210.7 billion yuan, an increase of 12.4% over the previous year; investment in the central region totaled 14,311.8 billion yuan, up 15.2%; investment in the western region amounted to 14,041.6 billion yuan, up 8.7%; and investment in the northeastern region reached 4,080.6 billion yuan, down 11.1%.

Among fixed-asset investments (excluding those in rural households), investment in the primary sector reached 1,556.1 billion yuan, an increase of 31.8% over the previous year; investment in the secondary sector totaled 22,409 billion yuan, up 8.0%; and investment in the tertiary sector amounted to 31,193.9 billion yuan, rising by 10.6%. Investment in high-tech industries [21] 3,259.8 billion yuan, an increase of 17.0%, accounting for 5.9% of fixed-asset investment (excluding rural households).


Real estate development investment for the year totaled 9,597.9 billion yuan, an increase of 1.0% over the previous year. Among this amount, residential investment reached 6,459.5 billion yuan, up 0.4%; office building investment was 621.0 billion yuan, up 10.1%; and commercial property investment stood at 1,460.7 billion yuan, up 1.8%.
Throughout the year, the nationwide affordable housing projects in urban areas have essentially completed construction of 7.72 million housing units and commenced construction on an additional 7.83 million units, including 6.01 million units for shantytown renovation.

V. Domestic Trade
Total retail sales of consumer goods for the year reached 30,093.1 billion yuan, an increase of 10.7% over the previous year. After剔除 price factors, the actual growth was 10.6%. By place of operation, retail sales of consumer goods in urban areas amounted to 25,899.9 billion yuan, up 10.5%; while retail sales in rural areas totaled 4,193.2 billion yuan, up 11.8%. By consumption type, retail sales of goods reached 26,862.1 billion yuan, up 10.6%; and catering revenue totaled 3,231 billion yuan, up 11.7%.
