At the invitation of Edson Ribeiro, Chairman of the Committee for Reserves International Reporting Standards (hereinafter referred to as CRIRSCO), and with the approval of the Ministry of Natural Resources, on October 20, 2022, Ju Jianhua, Director-General of the Department of Mineral Resource Protection and Supervision of the Ministry of Natural Resources, Zhang Dawei, Vice President of the China Association of Mining Rights Appraisers, and Gao Limin, Deputy Director of the Mineral Resource Reserve Evaluation Center, led a delegation of 12 members to participate via video conference in the CRIRSCO Annual Meeting as the Chinese delegation. The special session for China was attended by 21 individuals, including CRIRSCO Chairman Edson Ribeiro, Treasurer Pete Stock, and former Chairman Ken Longberg.
On behalf of Chairman Wang Shouxiang, Director Ju Jianhua, Chair of the Joint Working Group between China and CRIRSCO, delivered a report on “A Review of 2022 Work.” The report covered the following key points: First, it highlighted the professional qualification system for mining rights appraisers as well as the main contents of the institutional documents issued by the Ministry of Natural Resources and the China Association of Mining Rights Appraisers. These documents include the objectives of the mining rights appraiser qualification, the implementation measures for the mining rights appraiser qualification system and examinations, the classification of mining rights appraiser qualifications and specialties, and the registration status of mining rights appraiser examinations in 2022. Second, it provided an update on the development of specialized members in the field of mineral resource reserves within the China Association of Mining Rights Appraisers, which currently has 159 institutional members and 1,362 individual members. Third, it described the promotion and dissemination of the mining rights appraiser qualification system as well as the training programs for mineral resource reserve specialists. The Association, in collaboration with the geological and mineral bureaus of Hebei, Jiangxi, Heilongjiang, Guangxi, Guizhou, and Shandong provinces, conducted both online and offline promotional and training activities. Additionally, training sessions were held on the classification of mineral resource reserves and exploration standards, with a total of over 5,000 participants. Fourth, it clarified issues raised by the CRIRSCO expert group regarding amendments to the accession documents, and introduced nine documents—including the “Rules for Reporting Reserves of Solid Mineral Resources,” the “Management Measures for Members of the China Association of Mining Rights Appraisers,” and the “Management Measures for Registration and Filing of Competent Persons of the China Association of Mining Rights Appraisers”—along with their translated versions, all submitted under the Association’s name.
Ju Jianhua emphasized that: First, the Chinese government has included the professional qualification of mining rights appraisers (including the preparation, review, and appraisal of mineral resource reserve reports) in the National Catalogue of Professional Qualifications, thereby laying a solid institutional foundation for better conducting mining rights appraisals, preparing and appraising mineral resource reserve reports, and fostering international cooperation in the future. Second, to ensure smooth implementation of all tasks related to joining CRIRSCO, the Ministry of Natural Resources and the joint working group with CRIRSCO have been actively promoting the process. The China Association of Mining Rights Appraisers has also consolidated and refined the relevant documents for accession. We believe these documents will facilitate enhanced communication and exchange between the two sides. Third, we hope that CRIRSCO will promptly complete the accession procedures and look forward to holding the accession ceremony at an early date, thus making due contributions to advancing the development of the mining capital market and strengthening international mining cooperation.
The Chairman of CRIRSCO congratulated the inclusion of mining rights appraiser qualifications in the National Catalogue of Professional Qualifications, noting that this move will be of great significance for establishing a competent person system. At the same time, he expressed appreciation for the extensive work carried out by the China Mining Rights Appraisers Association and hoped that the relevant documents provided would further reflect content on competent person management. He also indicated that they would make every effort to complete the relevant procedures for China’s accession as soon as possible.
