According to the agenda of the First Session of the 14th National People's Congress, in the afternoon of March 5, various delegations held plenary meetings to deliberate on the Government Work Report. Deputies from multiple delegations voiced strong support for the mining industry.
Xu Bo, a deputy to the National People's Congress and Party Secretary and Chairman of China Copper Industry Co., Ltd.:
China Copper will firmly implement the decisions and deployments of the Party Central Committee and the State Council, put into practice the strategic mission of Chinalco Group, and take the lead in driving Yunnan’s development of resource-based, port-based, and park-based economies. We will accelerate our efforts to become China’s premier and world-class copper, lead-zinc, and germanium enterprise. We recommend that the state provide greater support in areas such as international cooperation, infrastructure development, and East-West collaboration, thereby better promoting Yunnan’s development as a radiating hub for South Asia and Southeast Asia. Focusing on Yunnan’s advantages in nonferrous metal resources and clean energy, we should transform Yunnan into a national base for nonferrous metal materials.
Yang Sanké, a deputy to the National People's Congress and Deputy Secretary of the Party Committee and General Manager of Guizhou Phosphate (Group) Co., Ltd.:
The Government Work Report stated, “We must adhere to the innovation-driven development strategy and accelerate the achievement of high-level scientific and technological self-reliance and strength.” I deeply resonate with this statement and feel greatly inspired. We will focus on safeguarding the national food security strategy and the new energy development strategy, fully leveraging the role of state-owned enterprises as the main force and vanguard in China’s modernization process. We will firmly grasp the core task of transforming scientific and technological achievements, benchmark against world-class enterprises, and excel in the production and processing of chemical products such as phosphate fertilizers, phosphoric acid, and anhydrous hydrogen fluoride. By pursuing a new path of resource conservation, intensive use, and green, low-carbon development, we will further enhance the value and contributions of “Guizhou Phosphorus.” We sincerely request that the state continue to pay close attention to and provide support for Guizhou, taking the lead in reorganizing the national key laboratories in the field of phosphate chemistry and in building the National Manufacturing Innovation Center.
Li Wei, a deputy to the National People's Congress and Party Secretary and Chairman of Shandong Energy Group:
It is recommended to leverage the role of state-owned enterprises as market players, improve market-oriented mechanisms for personnel management and business operations, and promote industrial restructuring through market-driven approaches. Under the guidance of the “dual carbon” goals, we should scientifically develop coal resources, reassess China’s endowment of abundant coal reserves, and explore scientific and flexible approaches to capacity planning. Given that the coal-to-oil industry is still in its early stages of development, we should step up policy support and temporarily suspend the collection of fuel taxes from coal-to-oil enterprises.
Li Guobiao, a deputy to the National People's Congress and Party Secretary and Chairman of Jinneng Holding Group:
Currently, China’s new-energy industry is experiencing strong growth momentum; however, it faces challenges such as a large number of fragmented players and high costs. In the future, the industry could end up in a situation characterized by “many small and scattered entities.” It is recommended that relevant national ministries and commissions encourage provinces to clearly designate major energy enterprises as the primary developers of new energy projects, while simultaneously supporting the construction of efficient, environmentally friendly coal-fired power plants and integrated “wind-solar-grid-storage” projects. This would help increase the industry’s concentration, thereby ensuring a stable and secure energy supply.
Lan Jianwen, a deputy to the National People's Congress and Party Secretary and Chairman of Shaanxi Yanchang Petroleum (Group) Co., Ltd.:
The 10-million-ton-per-year integrated refining and petrochemical project in Yan'an has been included in the national petrochemical industry planning and layout scheme and approved for implementation. The 5-million-ton-per-year coal-based clean fuel technology upgrade demonstration project in Yulin has been incorporated into the national medium- and long-term plan, and will receive support in areas such as separate approval of energy consumption targets and inclusion of the produced oil products into the national strategic reserve system. The standards for denatured fuel ethanol have been revised, and enterprises producing ethanol from coal have been granted designated production and sales qualifications.
Meng Fanying, a deputy to the National People's Congress and Party Secretary and Chairman of Baogang Group:
Baiyun Ebo is a treasure trove of strategic national resources. We hope the state will attach great importance to resource exploration efforts at Baiyun Ebo, leverage the advantages of the new whole-country system, elevate this initiative to a national strategy, and significantly increase financial and technological investments to fully ascertain the current reserves—both in the deep underground and in the surrounding areas—of Baiyun Ebo. At the same time, rare-earth concentrates produced from the development and utilization of tailings ponds should be excluded from the total quota control plan for rare earths, thereby enhancing enterprises' ability to ensure a sustained supply of rare-earth resources.
Cao Hongming, a deputy to the National People's Congress and Executive Vice Chairman of the Central Committee of the Zhi Gong Party:
It is recommended to coordinate energy security and supply with green, low-carbon development, deepen reforms on the energy supply side, promote the transformation of the energy demand side, enhance the efficiency of energy circulation, advance institutional reforms in the modern energy and power markets, strengthen technological support for the energy sector, intensify high-level international cooperation in the energy field, and steadily and scientifically advance carbon peaking and carbon neutrality goals, striving to promote a green transition in our development model.
Ma Jian, a deputy to the National People's Congress and Party Secretary and Director of the Henan Provincial Development and Reform Commission:
It is recommended to support Henan in building a diversified energy security assurance system. We should intensify guidance and support for enterprises’ participation in the construction of supporting power sources for external power transmission channels into Henan, as well as in the inclusion of new coal-fired power projects and pumped-storage hydroelectric sites into regulatory planning, thereby further enhancing the resilience and security of Henan’s energy system.
Ju Shuwen, a deputy to the National People's Congress and Party Secretary and Director of the Finance Department of the Inner Mongolia Autonomous Region:
I would like to offer two recommendations regarding financial subsidies and fiscal risk prevention for provinces and regions tasked with ensuring coal supply: First, in accordance with the provisions of the Coal Supply Assurance Responsibility Letter, and taking into account factors such as the differences in coal quality but not price between Inner Mongolia and other provinces and regions, the gap between long-term contract prices and market prices, the volume of coal shipped out, and the fulfillment rate of long-term contracts, I earnestly request that the central government provide financial subsidies and transfer payments to support ecological restoration efforts. Second, I urge the central government to designate Inner Mongolia as a pilot province for debt resolution, providing 100 billion yuan in refinancing bonds to county-level administrative divisions classified as high-risk—those marked red or orange. At the same time, we recommend adjusting and optimizing policies for resolving implicit debts arising from shantytown redevelopment, striking a balance between historical circumstances and the contractual terms of funding agreements for these areas, and minimizing liquidity pressures at the grassroots level as much as possible.
Zhang Shengli, a deputy to the National People's Congress and Deputy Secretary of the Yulin Municipal Party Committee and Mayor of Yulin City, Shaanxi Province:
Yulin is an important nodal city for ecological protection and high-quality development in the Yellow River Basin. It is recommended that the national government optimize and adjust the policies governing the mine geological environment governance and restoration fund, and provide support for Yulin to establish itself as a national demonstration zone for energy revolution innovation.
Wang Lanyu, a deputy to the National People's Congress and Deputy Secretary of the Party Committee and General Manager of Hebei Iron and Steel Group Co., Ltd.:
In the new development cycle and emerging tracks of green, intelligent, and high-end transformation in the steel industry, only by continuously strengthening innovation-driven forces can we achieve sustainable development from a high starting point. Regarding the emphasis on bolstering scientific and technological innovation outlined in the Government Work Report, I would like to offer the following recommendations: First, promote low-carbon, green development in the steel industry and establish a comprehensive, cutting-edge technological innovation system for low-carbon, green development. Second, integrate intelligent technologies such as fifth-generation mobile communications, the Internet of Things, industrial internet, big data, and cloud computing into the steel manufacturing process and operational decision-making. Third, focus on key materials and “bottleneck” technologies crucial to major national strategic projects, intensify research on material fundamentals and critical processes, and enhance our capacity to supply high-end materials.
Di Qingyun, a deputy to the National People's Congress, Director of the Institute of Geology and Geophysics at the Chinese Academy of Sciences, and member of the Party Committee:
I have three key takeaways from the report: First, the achievements are abundant and inspiring. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, our country has made extraordinarily hard-won new accomplishments in its development. Second, the report consistently reflects a deep concern for people’s livelihoods. By closely focusing on “food, clothing, housing, transportation, employment, education, social security, and healthcare,” it vividly embodies the principle that “the country belongs to the people, and the people are the country.” Third, we must always uphold the belief that science and technology are the primary productive force. We’ve achieved new breakthroughs in tackling some critical core technologies, and a number of major scientific and technological achievements have emerged. I’d like to offer two suggestions: First, we should pay even greater attention to energy security—especially oil and gas security—and step up efforts to break through “bottleneck” key technologies, shatter foreign monopolies, and ensure our country’s oil and gas security. Second, we should place even greater emphasis on building a talent pool for scientific and technological innovation, particularly by accelerating the development of our nation’s strategic scientific and technological forces.
Huang Zeyuan, a deputy to the National People's Congress and Secretary of the Party Committee of Qingyang City, Gansu Province:
The 20th National Congress of the Party has outlined a grand blueprint for advancing the great rejuvenation of the Chinese nation through Chinese-style modernization. This year’s National People’s Congress has now laid out specific implementation plans. For Qingyang, this means serving the nation’s energy security strategy by building the Longdong Integrated Energy and Chemical Base and revitalizing Qingyang’s old revolutionary base area. First, we must accelerate the development of oil, gas, and coal resources and support energy enterprises in growing stronger and bigger. Second, we must make concerted efforts to extend the industrial chains of the energy and chemical sectors, fully leveraging Qingyang’s abundant energy resources to expand and strengthen industrial clusters for the comprehensive utilization of energy and chemicals, thereby making significant contributions to the province’s economic development. Third, we must wholeheartedly build a new integrated energy system that integrates wind, solar, thermal, storage, and transmission, relying on oil, gas, coal, and renewable energy resources, driven by the Longdong-to-Shandong power transmission project, and focusing on the “East Data West Computing” big data industrial chain as a key mechanism for absorbing and utilizing energy. This will create an integrated, cutting-edge energy system that serves both the nation’s energy security strategy and its digital economy initiative. It is recommended that Qingyang be designated as a key national planned mining area and a core region for ensuring energy supply. (China Mining News)
