On July 26, the Ministry of Civil Affairs held a national conference for national industry associations and chambers of commerce to convey and study the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, and laid out plans for the nationwide industry associations and chambers of commerce to implement and study this spirit. Liu Zheng, Deputy Minister of the Ministry of Civil Affairs and Secretary of the Party Committee of the national industry associations and chambers of commerce, presided over the meeting and delivered a speech.
The meeting pointed out that the Third Plenary Session of the 20th Central Committee of the Party is an extremely important gathering held at a critical juncture when we are comprehensively advancing the great cause of building a strong country and achieving national rejuvenation through Chinese-style modernization. General Secretary Xi Jinping’s important speech at the plenary session was marked by lofty aspirations and broad vision, liberating minds while remaining pragmatic and truth-seeking. It further deepened our Party’s understanding of the laws governing comprehensive deepening of reform and the construction of Chinese-style modernization, providing a scientific guide and crucial direction for studying and implementing the spirit of the plenary session and for continuing to comprehensively deepen reform around Chinese-style modernization. Party organizations at all levels within nationwide industry associations and chambers of commerce must raise their political awareness, deeply recognize the historical, theoretical, and practical significance of the Third Plenary Session of the 20th Central Committee, thoroughly grasp the session’s theme as well as its guiding ideology, overall objectives, major principles, key measures, and fundamental guarantees for further comprehensively deepening reform. They must earnestly align their thinking and actions with the decisions and deployments of the Party Central Committee and pool their wisdom and strength toward the implementation of the goals and tasks set forth at the plenary session.
The meeting emphasized that thoroughly studying and effectively implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Party is a major political task for the current and coming period. Party organizations at all levels within national industry associations and chambers of commerce must, in accordance with the unified deployment of the Party Central Committee and the requirements of the Ministry of Civil Affairs, strengthen their sense of responsibility and commitment, closely link their work to practical realities, and guide广大 party members and practitioners to continuously enhance their political, ideological, and practical awareness in studying, publicizing, and implementing the spirit of the Plenary Session, thus sparking a vigorous upsurge in learning, publicizing, and implementing its spirit. We must innovate approaches and methods, enrich learning platforms, and organize study and training sessions to ensure that the spirit of the Plenary Session is studied exactly as it was adopted—without distortion or compromise. We should make coordinated and effective use of our affiliated news media to actively create a strong atmosphere for studying, publicizing, and implementing the spirit of the Plenary Session. Furthermore, we need to conduct in-depth research into the role and positioning of industry associations and chambers of commerce in promoting a new round of comprehensive deepening reform in their respective sectors and in supporting Chinese-style modernization, clearly defining our guiding principles and ensuring that our efforts are targeted and effective.
The meeting called for closely aligning with actual conditions and ensuring the effective implementation of the reform measures adopted at the plenary session. It is essential to uphold the Party’s overall leadership as a fundamental requirement, firmly steering the reform and development of industry associations and chambers of commerce in the right political direction. We must establish and improve institutional mechanisms for Party organizations’ participation in decision-making on major matters, and strengthen political oversight over the “two major areas, two significant initiatives, and foreign affairs.” Taking the promotion of sound internal management systems as a starting point, we should refine and enhance internal management mechanisms that are aligned with the missions and tasks of industry associations and chambers of commerce and that meet the requirements of modernizing their governance systems and capabilities. With the goal of better leveraging the “four services” provided by industry associations and chambers of commerce, we should capitalize on our advantages in information, talent, and mechanisms to achieve new accomplishments in advancing Chinese-style modernization. Guided by the aim of improving the quality of Party building, we must accelerate the establishment of a Party-building framework that is both comprehensive and well-coordinated, capable of providing robust safeguards for the reform and development of industry associations and chambers of commerce.
The meeting was attended by secretaries of the joint Party committees of national industry associations and chambers of commerce (directly-administered association Party committees), heads of Party affairs departments, and relevant comrades from the Party committees and disciplinary inspection commissions of national industry associations and chambers of commerce.
