On the 15th, Zhao Chenxin, Deputy Director of the National Development and Reform Commission, stated that ecological civilization construction will be accelerated through five key areas: vigorously promoting landmark reforms in ecological civilization, strongly driving high-quality green and low-carbon development, proactively and steadily advancing carbon peaking and carbon neutrality goals, intensifying efforts to protect ecosystems, and strengthening international cooperation on green and low-carbon initiatives.
The main event for National Ecological Day 2024 was held on the 15th in Sanming City, Fujian Province. At the opening ceremony, Zhao Chenxin stated that since the 18th National Congress of the Communist Party of China, the National Development and Reform Commission has, in accordance with the central government’s reform tasks, deepened institutional reforms in ecological civilization, taken the lead in advancing key reform initiatives in the field of ecological civilization construction, vigorously promoted green and low-carbon development, actively implemented a comprehensive conservation strategy, and strengthened ecological and environmental protection and governance.
The construction of an ecological civilization is a fundamental strategy that is vital to the sustainable development of the Chinese nation. Zhao Chenxin stated that the National Development and Reform Commission will thoroughly study and implement General Secretary Xi Jinping’s important speech and the spirit of the Third Plenary Session of the 20th Central Committee of the Party, earnestly carry out the decisions and deployments of the Party Central Committee and the State Council, focus on building a beautiful China, accelerate the comprehensive green transformation of economic and social development, and unswervingly promote development that prioritizes ecology, emphasizes conservation and intensive use, and is green and low-carbon.
Focusing on the goals and tasks set forth by the Third Plenary Session of the 20th CPC Central Committee regarding deepening the reform of the ecological civilization system, the National Development and Reform Commission will accelerate the refinement and implementation of institutional mechanisms that put into practice the philosophy that "lucid waters and lush mountains are invaluable assets." It will also implement fiscal, tax, financial, investment, and pricing policies and standards that support green and low-carbon development; improve the market-based allocation system for resource and environmental factors; strengthen the mechanism for realizing the value of ecological products; promote comprehensive ecological compensation; and enhance the horizontal ecological protection compensation mechanism.
In addition, regarding international cooperation, the National Development and Reform Commission will deepen international collaboration on the circular economy, promoting the global outreach of advanced green and low-carbon technologies, products, standards, and business models. We will actively participate in global climate governance and accelerate the establishment of a global climate governance system that is fair, equitable, and mutually beneficial.
The main event for National Ecological Day 2024 is jointly hosted by the National Development and Reform Commission, the Publicity Department of the CPC Central Committee, the Ministry of Natural Resources, the Ministry of Ecology and Environment, and the People's Government of Fujian Province. The theme of the event is “Accelerating the Comprehensive Green Transformation of Economic and Social Development.”
