1 [In 2015, China canceled and delegated 311 administrative approval items.]
2015 This year, China continued to push forward structural reforms, deeply advancing reforms aimed at streamlining administration and delegating power, combining deregulation with regulation, and optimizing services. We canceled or delegated 311 administrative approval items and abolished 123 occupational qualification licenses and certifications, thereby completely ending non-administrative licensing approvals.
2 [The scope of resource tax levied based on value was expanded in 2015]
2015 This year, China has continued to deepen key reforms in areas such as fiscal and taxation, and finance. Among these reforms, the scope of resource tax levied on a value-based basis has been expanded.
3 【Significant progress has been made in resolving excess capacity over the past three years】
In the past three years, 9,000 units of outdated steelmaking and ironmaking capacity have been eliminated. Tens of thousands of tons, 230 million tons of cement, over 76 million weight boxes of flat glass, and more than 1 million tons of electrolytic aluminum.
4 “The key goals and tasks set forth in the 12th Five-Year Plan have been fully accomplished.”
Among these, major breakthroughs have been achieved in scientific and technological innovation, with projects such as the Lunar Exploration Program and deep-sea exploration reaching world-class advanced levels.

5 “During the 13th Five-Year Plan period, China’s efficiency in the development and utilization of energy resources will significantly improve.”
China will deeply implement the Action Plan for the Prevention and Control of Air, Water, and Soil Pollution. Over the next five years, water consumption, energy consumption, and carbon dioxide emissions per unit of GDP will each decline by 23%. 15%, 18%, and forest coverage reached 23.04%, while the efficiency of energy resource development and utilization has significantly improved.

6 [In 2016, China fully launched the reform of shifting the resource tax from a quantity-based to a value-based collection system.]
2016 This year, China will accelerate the reform of its fiscal and tax system, including the full-scale implementation of a resource tax reform that bases taxation on the value of resources.
7 [In 2016, China focused on resolving excess capacity and reducing costs while improving efficiency.]
Focus on reducing overcapacity in challenging industries such as steel and coal, adhering to the principles of market-driven forces, enterprise-led initiatives, local-level organization, and central government support. Employ a range of tools—including economic, legal, technological, environmental, quality, and safety measures—to strictly control the addition of new capacity, resolutely eliminate outdated capacity, and systematically phase out excess capacity.
8 [2016: Significantly Relaxing Market Access for Oil and Gas]
2016 This year, our country will further boost the vitality of the non-public sector economy. We will significantly ease market access in sectors such as electricity, telecommunications, transportation, oil, natural gas, and municipal utilities, eliminate various implicit barriers, and encourage private enterprises to expand investment and participate in the reform of state-owned enterprises. We will treat private and state-owned enterprises equally in areas including project approval, financing services, fiscal and tax policies, and land use.
9 “[This year, we will launch a batch of major projects under the 13th Five-Year Plan.]”
Complete railway investment of 8,000. Investment in highways exceeds 100 billion yuan, with a total investment of 1.65 trillion yuan for highway projects. Another 20 major water conservancy projects will be launched, and large-scale projects such as hydropower, nuclear power, ultra-high-voltage transmission, smart grids, oil and gas pipelines, and urban rail transit will be constructed. Central government investment within the budget has been increased to 500 billion yuan.
10 — This year, 6 million housing units in dilapidated urban areas will be renovated.
Promote the construction of affordable housing projects in urban areas and foster the steady and healthy development of the real estate market. This year, 600 households in dilapidated residential areas will undergo renovation. Tens of thousands of units—increasing the proportion of monetary compensation for shantytown renovation. Improving tax and credit policies to support rational housing consumption by residents, and adopting city-specific measures to address real estate inventory by differentiating between rigid housing demand and demand for housing improvement.
11 “Promote ‘integrated planning’ of multiple urban plans this year.”
Strengthen urban planning, construction, and management. 2016 This year, our country will improve public services in rural areas. We will intensify efforts to build rural infrastructure and construct or renovate 200,000 kilometers of rural roads. We will also implement a project to consolidate and enhance drinking water safety.
14 【Increasing the share of clean energy】
This year, China will take strong measures to tackle air pollution and water contamination. These measures include increasing the supply of natural gas, improving support policies for the development of wind energy, solar energy, biomass energy, and other clean energy sources, and raising the share of clean energy in the overall energy mix.
15 [2016: Pilot Program for Comprehensive Governance of Areas with Excessive Groundwater Extraction]
This year, China will improve the ecological protection compensation mechanism. We will halt commercial logging of natural forests and implement a new round of subsidy and reward policies for grassland ecological protection. We will also advance pilot programs for the comprehensive management of areas suffering from excessive groundwater extraction, carry out wetland conservation and restoration projects, and continue to combat desertification, rocky desertification, and soil erosion.
16 — Safeguard and improve people’s livelihoods, and do a good job in geological work.
Strengthen the development of safety infrastructure and disaster prevention and mitigation capabilities, improve monitoring, early warning, and emergency response mechanisms, enhance the quality of meteorological services, and perform well in earthquake, surveying and mapping, and geological work.
