Zhang Delin, member of the Party Leadership Group and Deputy Minister of the Ministry of Natural Resources, as well as Deputy Chief Inspector of National Land, attended the meeting and delivered a speech. The meeting announced that Peng Qiming, Chief Engineer of the Ministry of Natural Resources, had been appointed as Secretary of the Party Committee of the China Mining Association, and Wang Jiahua was relieved of his post as Secretary of the Party Committee of the China Mining Association.

　　Zhang Delin affirmed the work carried out by the China Mining Association in recent years. He pointed out that the appointment of Comrade Peng Qiming as Party Secretary of the China Mining Association fully demonstrates the Party Group of the Ministry’s deep concern for the Association and its high regard for the pilot program of decoupling. As the competent authority for the industry, the Ministry of Natural Resources will, in accordance with the overall requirements of the reform, strengthen business and policy guidance, fulfill its relevant responsibilities, and further leverage the unique role of the China Mining Association.

　　In conjunction with the reform efforts of industry associations and chambers of commerce, Zhang Delin proposed: 3 Key requirements: First, we must strengthen the leadership of Party committees. We need to bring into full play the Party’s core role in political leadership, improve the building of Party organizations, and ensure that Party work remains uninterrupted and the role of Party organizations is not weakened during the decoupling process. Second, we must steadily advance the decoupling effort. The decoupling of industry associations and chambers of commerce from administrative agencies is a major decision made by the central authorities; it is an important component of comprehensively deepening reform, an innovative move to streamline the relationship between government and society and transform government functions, and also a self-revolution for industry associations and chambers of commerce themselves. We must align our thinking and actions with the decisions and deployments of the Party Central Committee and the State Council, and proceed accordingly. “ Three Stricts and Three Honests ” requirements, carry out all tasks meticulously and ensure that the reform measures take root and bear fruit. Third, we must strengthen our own capacity building and conduct solid work. “ Study the Party Constitution and Party rules, study the series of important speeches, and be a qualified Party member. ” We must earnestly organize and thoroughly study the reform documents, as well as knowledge in laws and regulations, modern management, science and technology. We need to accurately define how the China Mining Association should develop under the new normal—and how it can best leverage its unique role as a social organization in social governance, thereby making greater contributions to China’s economic development.
