Recently, the China Geological Survey issued the "Guiding Opinions on Strengthening the Development of Geological Science and Technology Talent Teams (Trial)" (hereinafter referred to as the "Opinions"), aimed at promoting... “ Boost the bureau through science and technology, strengthen it with talent, and govern it according to law. ” The three major strategies will cultivate a team of geological science and technology professionals who are capable of solving significant challenges, wield influence within the domestic geoscience community, and have a voice in the international geoscience arena.
The “Opinions” propose leveraging geological surveys. “ Nine major plans, 50 projects, and 300 initiatives. ” , fully implement “ Geological Science and Technology Talent Program ” Select a group of individuals who enjoy high visibility within the geosciences community, have achieved significant research results and demonstrated effective application and transformation outcomes, and are capable of serving the nation. “ Five Major Needs ” geological talent. Depending on the selection criteria, this program comprises three major initiatives: the Outstanding Geological Talent Program, the Distinguished Geological Talent Program, and the Excellent Geological Talent Program.
To break through the bottleneck in talent evaluation, the "Opinions" call for establishing a system based on... “ Five No-Whys ” and “ Four Questions ” The core talent evaluation criteria are as follows: We do not solely rely on seniority, academic qualifications, professional titles, published papers, or awards. First, we ask whether the achievements made by the talent have addressed resource and environmental issues or fundamental geological problems. Second, we ask whether these achievements have been successfully translated into practical applications and effectively served society. Third, we ask whether these achievements have promoted innovation in scientific theories and advancements in technical methods. Fourth, we ask whether these achievements have fostered talent development and team building.
In terms of talent incentives, the "Opinions" point out that the performance-based pay system should be effectively utilized and flexibly applied, with performance-based pay allocations tilted toward outstanding, exceptional, and high-performing geological professionals who have achieved remarkable results. Assessment and evaluation outcomes will be directly linked to performance; those who receive an "excellent" rating in their annual performance evaluations will be compensated according to the approved base level of performance-based pay. 120% Redeem the benefit; those who fail to meet the requirements will not be eligible for the talent performance-based salary.
In addition, the “Opinions” also standardize the talent selection process and explicitly require the implementation of a post-based employment system and target-responsibility assessment, thereby creating a favorable environment that fosters talent development. “ Those who are eager to take action will have a stage; those who can get things done will have opportunities; and those who succeed in getting things done will be rewarded. ”。
