　　The “Regulations” clearly stipulate that the state shall establish a professional qualification system for evaluating the competency levels of mining rights appraisal professionals, providing services nationwide to assess the competence of such professionals and integrating these evaluations into the unified national framework for professional qualification certificates for technical personnel. The evaluation results will be aligned with corresponding-level professional titles in the economic series and will serve as the basis for employers’ hiring and utilization of these professionals. The professional qualification system for mining rights appraisal professionals is established as follows: 3 The levels are: Assistant Mining Rights Appraiser, Mining Rights Appraiser, and Senior Mining Rights Appraiser. The professional qualifications of Assistant Mining Rights Appraiser and Mining Rights Appraiser are assessed through a unified examination system. Specific measures for assessing the professional qualification of Senior Mining Rights Appraiser will be stipulated separately. The Ministry of Human Resources and Social Security and the Ministry of Natural Resources jointly take charge of policy formulation for the professional qualification system of mining rights appraisers, and, according to their respective responsibilities, provide guidance, supervision, and inspection on the implementation of this system. The China Mining Rights Appraisers Association is responsible for the assessment and management tasks.
