The Wuhan Geological Survey Center calls for proactively adapting to the new normal. First, we must focus on meeting actual needs and do a solid job in geological surveys. Second, we need to strengthen talent development and implement the strategy of building a strong institute through talented individuals. Third, we should further refine our performance, achievement, and talent evaluation systems. Fourth, we must continue to reinforce project fund management as always, ensuring that audits remain trouble-free. Fifth, we should further enhance base infrastructure construction to create a favorable working environment for staff. Sixth, we must strengthen Party conduct and integrity building and transform our work style. Seventh, we should further improve institutional development and ensure that all operations are conducted in strict accordance with laws and regulations.
Peng Xuanming, Director of the Qingdao Institute of Marine Geology, emphasized the need to focus on the new demands posed by the new normal of economic development for public-interest geological work and actively support major national strategies. It is crucial to accurately grasp the adjustments in geological survey operations and the shift in management approaches, diligently plan and implement projects led by the Qingdao Institute, and further bolster the achievement of new breakthroughs in the strategic action to advance mineral exploration. We must vigorously promote scientific and technological innovation and enhance our capacity for geological science and technology innovation. By focusing on innovative research addressing major geological challenges, we can cultivate a group of leading scientific and technological talents and attain new accomplishments in both research outcomes and talent development. We should coordinate and integrate the needs of central and local public-interest geological work, aligning with the new requirements of ecological civilization construction and socio-economic development, extend the geological work chain, and better serve local development initiatives. We must strengthen Party conduct and integrity building, regard the prevention and control of integrity risks as a key task for the entire institute, and make every effort to promote the sustained, healthy, and robust development of geological survey endeavors.
Li Wenpeng, Director of the Water-Ring Geological Survey Center, stated that to effectively implement the spirit of the meeting, four key areas of work must be addressed: First, based on the actual conditions of our unit, we need to consider how the six major business sectors can adapt to the requirements of the new situation. Second, under the new circumstances, we must strengthen adjustments to our business structure, talent pool, and management approaches; in particular, the adjustment of the business structure should emphasize greater integration among different specialties. Third, we must significantly enhance our overall management capabilities and further refine our management systems—ensuring that these systems not only align with the center’s specific realities but also comply with new national policies and the evolving situation, thereby establishing long-term mechanisms. Fourth, we must place great importance on talent development, intensify efforts to cultivate our talent pool, encourage competition, and ensure that our geological work can meet the demands of the new economic normal.
Deng Zhiqi, Secretary of the Party Committee of the Development Research Center, put forward requirements based on the spirit of the meeting and the center’s actual work: Strategic departments should conduct in-depth research. “ 13th Five-Year Plan ” Geological survey work, further enhanced. “ New positioning ” and “ New Ideas ” the specific content, put forward reflections and suggestions; fully support the strategic action for breakthroughs in mineral exploration, and do a good job of... 5 Annual assessment and summary; establishing a big data platform to initially achieve digitalization of data collection throughout the entire geological survey process; strengthening the construction of the Global Mineral Resources Information System; comprehensively completing the digitization of geological archives and building a comprehensive data service system; enhancing talent development and scientific and technological innovation; and strengthening education on integrity and anti-corruption efforts as well as the building of an anti-corruption system.
The Physical Geological Data Center proposed further shifting mindsets, adjusting working approaches, and seizing new opportunities in physical geological data work under the “new normal.” It emphasized accelerating the development of a physical geological data service system, strengthening technological means for data collection, processing, and handling, launching high-quality service products, and fully supporting technical services and information provision. The center also called for bolstering talent development and scientific and technological innovation to further promote the organic integration of physical geological data with scientific research; enhancing education on integrity and anti-corruption efforts as well as the construction of an anti-corruption system; strengthening management of project funds; and consolidating and improving existing systems. “ Eight Questions ” Responsibility transmission mechanism.
The Institute will implement and study the spirit of the National Geological Survey Work Conference in two phases. In the first phase, we will focus on intensive discussions and formulation of implementation measures. The members of the Institute’s leadership team will conduct in-depth research and reflection, centered around the conference’s spirit, on how to achieve deep integration between scientific and technological innovation and geological survey work; how to streamline various relationships in terms of business layout and management within geological survey operations; how to strengthen Party conduct and integrity building as well as project fund management, and ensure that the Party Committee assumes its principal responsibility and the Discipline Inspection Commission fulfills its supervisory duties; and how to conduct research and draft performance management measures, while also considering how to leverage these measures effectively. “ Performance ” Mechanisms should guide discipline development and inspire the work motivation of all staff. It is crucial to accurately define how the Strategic Research Center for Mineral Resources should scientifically plan its development under the new normal. Heads of various functional departments and research labs should formulate recommendations and measures based on their respective departmental responsibilities and business orientations. In the second phase, implementation will be carried out across the entire institute. 2015 the year’s task objectives and specific measures, and proactively plan for the year and beyond. “ 13th Five-Year Plan ” Work and development plan.
