Following the adoption of the “Decision on Several Major Issues Concerning Comprehensively Deepening Reform” at the Third Plenary Session of the 18th Central Committee, how can national geological exploration fund management agencies better play their active role in light of the new situation and new tasks? Recently, at a symposium held by geological exploration fund management agencies to study and implement the spirit of the Third Plenary Session of the 18th Central Committee, our reporter interviewed Cheng Liwei, Director of the Central Geological Exploration Fund Management Center.

Cheng Liwei: 2 Over the past year and more, central and provincial geological exploration fund management agencies have thoroughly implemented the "Guiding Opinions," continuously deepened coordination and linkage mechanisms, and strengthened communication and collaboration. Since the formulation and issuance of the "Guiding Opinions," three joint working conferences on geological exploration funds have been held, two annual "National Geological Exploration Fund Situation Reports" have been compiled and published, and various forms of enhanced coordination and cooperation have been adopted. According to statistical data, the national geological exploration fund has continued to grow and develop, its operational mechanisms have been steadily improved, and its achievements in mineral exploration have become increasingly prominent, playing a vital role in advancing the strategic initiative for breakthroughs in mineral exploration.
First, the overall scale and investment intensity have further expanded and strengthened. Fifth, the coordination and linkage mechanism is operating smoothly. Overall, the national geological exploration fund is developing well and operating smoothly, with remarkable achievements in leveraging state fiscal funds to guide commercial mineral exploration activities. However, several persistent challenges remain that need to be addressed: First, there is still insufficient consensus across various sectors regarding the fund’s target positioning; it is difficult to reconcile the requirement for the fund’s continuous development with its role as a policy tool for regulatory adjustments. Second, the coordination work involved in registering mining rights for fund projects is substantial, and the budget approval process tends to be lengthy. Third, constrained by factors such as the exploration cycle, industrial policies, and mining rights transfer plans, the process of realizing and monetizing the outcomes of geological exploration fund projects tends to be relatively long.
Reporter: 2013 What is the operational and management status of the Central Geological Exploration Fund this year, and what significant achievements have been made? What are the key directions for the next phase of work?
Cheng Liwei: 2013 In the past year, the management of the Central Geological Exploration Fund has closely focused on the overall deployment of the strategic initiative to achieve breakthroughs in mineral exploration. It has further refined its institutional mechanisms, adjusted and improved its working approaches, strengthened institutional development, enhanced management measures, and made concerted efforts to reinforce project organization and implementation management. As a result, significant progress and tangible achievements have been made across all areas of work.
First, the purposefulness and targeted nature of project deployment have been further enhanced. By conducting project matchmaking activities on a provincial basis and adopting similar approaches, we have further clarified investment directions and priorities, and will arrange new projects as well as continue ongoing projects within the year. 97 The item, together with the remaining budget from the previous year’s project, is allocated with budget funds. 6.29 hundred million yuan. In collaboration with the Jiangxi Provincial Department of Natural Resources and Land, the Jiangxi Provincial Bureau of Geology and Mineral Resources, the Jiangxi Provincial Nuclear Industry Geological Bureau, and Donghua University of Technology, we have jointly prepared work plans for these priority breakthrough zones, set up dedicated implementation organizations, carried out specific projects, developed supporting research topics, and ensured overall coordination and concerted advancement. For urgently needed breakthrough minerals such as diamonds and chromite, we have organized experts to further deepen studies on strategic exploration target areas, carefully select pilot projects, and launch joint industry-academia-research攻关 efforts, striving to gain valuable experience through targeted breakthroughs. To address the challenging issue of exploring hidden deposits, we have launched the Eastern Hidden Deposit Exploration Program, outlining a clear working framework. First, we will convene experts to summarize and discuss feasible exploration ideas and technical methods. Next, based on different regions and various deposit types, we will select several typical projects, invite experts to validate and finalize exploration work plans, incorporate these plans into the project portfolio for verification, and, upon achieving positive results, gradually expand the scope of pilot programs. All efforts are centered around promoting... “ Simultaneous exploration for coal and uranium ” In terms of mineral exploration strategies, in collaboration with the Tianjin Geological Survey Center and building on our ongoing work to identify prospective areas for sandstone-hosted uranium deposits in northern China, we are closely cooperating with the Ningxia Department of Natural Resources and Territorial Development, the Ningxia Geological Exploration Bureau, Shenhua Ningmei Group, and other relevant entities regarding uranium exploration over coal beds in the Ningdong region of Ningxia. By further clarifying related rights and interests, we will advance the approval process for the fund and carry out verification studies. In short, by adopting various approaches to improve the project approval process, we not only enhance the targeted nature of our project deployment but, more importantly, strive to leverage the geological exploration fund as a leading and exemplary model in terms of exploration strategies and methodologies.
Second, the project implementation has yielded a number of significant achievements. This year, it formulated and issued the Measures for Project Feasibility Studies and the Measures for Design Review, comprehensively detailing the standards, procedures, and relevant format requirements for project feasibility studies, design preparation, and review. At the beginning of the year, in collaboration with the China Geological Survey, it jointly issued a notice on strengthening and improving the supervision of fund projects, thereby further perfecting the supervision mechanism. On behalf of the Ministry of Natural Resources and the Ministry of Finance, it has also drafted a notice aimed at accelerating the disposal of fund project outcomes, further clarifying the relevant requirements for outcome disposal. In response to prominent issues encountered in fund operations and management, the Center has systematically conducted research on refining the fund’s operational mechanisms and systems, putting forward pertinent recommendations for consideration by the two ministries.
Next, the management of the Central Geological Exploration Fund will thoroughly implement the spirit of the Third Plenary Session of the 18th CPC Central Committee, scientifically assess the situation, plan ahead, take proactive measures, and focus on the following key areas of work: : First, further refine the operational mechanism of the Central Geological Exploration Fund. In line with the overarching requirements for comprehensively deepening reform, conduct in-depth research into the operation and management model of the Geological Exploration Fund under the new circumstances, strive to address existing problems in its operation and management, and better leverage the fund’s role as a policy-oriented regulatory tool. Second, strengthen the organization and management of fund project implementation. Closely align with the nation’s macro-level strategic planning, promptly adjust priorities in project deployment, enhance technical and economic feasibility studies during the project initiation phase, reinforce oversight throughout the implementation process, and effectively improve both the quality of work and the effectiveness of mineral exploration. Third, focus on promoting the disposal of project outcomes. Thoroughly review the exploration results of completed projects, coordinate with the two ministries to expedite the issuance of relevant policies, accelerate the pace of outcome disposal, and help steer the fund’s operations toward a virtuous cycle.
Reporter: How can the fund management institutions for geological exploration deeply understand the spirit of the Third Plenary Session of the 19th CPC Central Committee and accurately grasp the direction of their fund management work?
Cheng Liwei: The Third Plenary Session of the 18th CPC Central Committee was an exceptionally important meeting held at a decisive stage when our country has entered the phase of fully building a moderately prosperous society in all respects. The "Decision on Several Major Issues Concerning Comprehensively Deepening Reform," adopted at the session, lays out a comprehensive plan for further deepening reform in China's economic, political, social, cultural, ecological civilization, and Party-building systems. It is a programmatic document guiding the Party and all ethnic groups across the country in their vigorous efforts toward the grand goal of fully building a moderately prosperous society, and also serves as a crucial guideline for our long-term management of geological exploration funds. Therefore, we must regard studying and implementing the spirit of the Third Plenary Session as a key task for the present and the period ahead, deeply grasp the essence and specific requirements of the "Decision," and consciously put them into practice in our daily work.
First, the Decision emphasizes, within the overall approach of comprehensively deepening reform, that... “ To comprehensively deepen reform, we must ground ourselves in the fundamental reality that our country has long been in the primary stage of socialism. ” It is therefore not difficult to conclude that, for a relatively long period ahead, the demand for mineral resources driven by economic and social development will continue to show a certain upward trend. This calls for mineral resource management and geological exploration fund management to adapt to the changing situation, continuously refine management measures, and effectively leverage their managerial and regulatory functions to promote geological prospecting and the rational exploitation and utilization of resources, thereby providing a sustainable resource guarantee for economic and social development.
Second, the Decision places particular emphasis on the principles of systematicness, comprehensiveness, and synergy in reform. Focusing on economic system reform, it lays out a comprehensive plan for deepening reforms across the board—covering the economic, political, cultural, social, ecological civilization, and Party-building systems—a task that is inherently systemic in nature. As an integral part of economic work, the management of mineral resources and the administration of geological exploration funds must not only continue to be adjusted and improved in line with the direction of socialist market economy reform but also align with the reform requirements of the ecological civilization system and other related areas. This calls for us to place fund management within the broader context of comprehensively deepening reform and integrate it into the overall framework of mineral resource management. We must accurately assess the situation, proactively develop strategic thinking, and ensure that fund management better meets the demands of evolving circumstances. In my view, there are at least the following aspects to consider:
First, we must coordinate and integrate resource exploration and development efforts from the perspective of the overall economic and social development. Deepening reform in a comprehensive manner and advancing various undertakings all require balanced consideration; similarly, resource exploration, development, and management must also be carefully coordinated in light of the demands of economic and social development as well as ecological civilization building. First, we must strike a balance between domestic and international considerations. “ Two markets, two resources ” In line with the trend of globalization, we will implement a global resource strategy and strike a balance between focusing on the domestic market and... “ Go out. ” First, we must gradually establish a more robust resource supply system by strengthening our relationships and partnerships. Second, we need to strike a balance between the immediate and long-term perspectives, properly coordinating the relationship between short-term demand and long-term security. Closely aligning with China’s resource endowments and supply-demand dynamics, we should accelerate the establishment of a strategic reserve system for mineral resources to ensure resource security for sustainable development. Third, we must coordinate and integrate resource exploration and development with ecological environmental protection, implement institutional measures for ecological civilization construction, scientifically plan the layout of resource exploration and development, transform production methods in resource-related industries, and effectively strengthen ecological environmental protection throughout the exploration, development, and utilization of resources, thereby actively promoting the advancement of ecological civilization.
Second, correctly handling the relationship between government and market—the core issue of economic system reform—has pointed the way toward perfecting the management system and mechanisms for geological exploration funds. The Decision emphasizes that the core issue of economic system reform lies in striking the right balance between government and market, enabling the market to play a decisive role in resource allocation while enhancing the government’s role. The focus of reform, therefore, is on addressing shortcomings in the market system, excessive government intervention, and inadequate regulatory oversight. As an economic instrument used by the government to regulate the mineral exploration market, the geological exploration fund’s management system and operational mechanisms must inevitably be adjusted and improved in line with the direction of market-oriented reform, the need to transform government functions, and the demand for enhanced macroeconomic regulation. Of course, reforms in the fiscal, tax, and financial systems will also have varying degrees of impact on the fund’s operation and management. From the perspective of transforming government functions, we must remain committed to the geological exploration fund’s positioning as a policy tool for regulation and control, and explore more effective management and operational mechanisms to guide and stimulate commercial mineral exploration. We must not only fully leverage the fund’s role in fostering market development, regulating critical mineral exploration activities, and ensuring a fair and balanced social distribution of resource revenues, but also prevent over-involvement in competitive sectors that could hinder market development. In line with the direction of market-oriented reform, we should progressively adjust and refine the fund’s operational mechanisms and management models according to the maturation of the mineral exploration market. During the current transitional phase, when the exploration market system remains incomplete—especially given the absence of a capital market for high-risk exploration—we can adopt a government investment model tailored to these conditions, thereby compensating for the lack of risk-mitigation mechanisms and insufficient exploration investment caused by the undeveloped risk-exploration capital market and market failures. We might also consider adopting a government investment approach for low-risk minerals and minerals subject to state-protected development, conducting preliminary exploration and then allocating the resulting resources through market mechanisms to exert resource-regulating influence. For scarce, high-risk mineral types, we could implement government subsidies to play a supportive role in encouraging commercial risk exploration. However, as the exploration market matures, the fund should fully return to its original role as a policy tool, operating under a government-subsidy management model in accordance with market economy requirements. Furthermore, in line with the goals of accelerating the transformation of government functions and expediting the classification reform of public institutions, the next step—reforming state-owned geological exploration units—is imperative. From the perspective of promoting the corporatization of geological exploration units and nurturing market players in mineral exploration, it is necessary to study measures supporting the reform of geological exploration units, particularly regarding the fund’s investment methods and policies governing the distribution of fund-generated returns.
Third, accelerating the development of an ecological civilization system places higher demands on the organization and implementation of geological exploration fund projects. The “Decision” issued at the Third Plenary Session of the 18th CPC Central Committee, from the perspective of modernization construction... “ Five-in-one ” From a strategic perspective, the construction of an ecological civilization system must be given a highly important position. Therefore, both resource exploration, development, and management efforts must align with the reform requirements of building an ecological civilization system and serve the goal of constructing a Beautiful China. First, in accordance with the requirements for delineating functional zones, we must carefully plan and arrange resource exploration and development. Regarding the deployment of geological exploration fund projects, we should establish the concepts of commercial exploration and reserve exploration. Based on the designation of national ecological protection zones, buffer zones, and experimental zones, we should rationally plan and layout mineral exploration and development activities, appropriately adjust priorities for breakthroughs in mineral exploration, further intensify exploration efforts in key mineral concentration areas and deep-seated hidden deposits in central and eastern regions, and appropriately initiate reserve exploration in western regions. At the same time, we must strictly control commercial exploration activities in ecologically fragile areas of the Qinghai-Tibet Plateau, especially within national ecological protection zones. Second, we should explore establishing a negative-list management system for the deployment of geological exploration fund projects. Based on various spatial plans for land and resources, we should study and formulate lists of areas where mineral resource exploration is not advisable, as well as lists of key minerals to be prioritized for exploration in different regions and minerals that should not be explored at all. We should also strengthen the environmental impact assessments conducted during project approval. Third, we must foster an ecological conservation mindset throughout exploration and construction activities and actively promote... “ Simultaneous exploration for coal and uranium ” Promote the rational exploration and utilization of mineral resources, guide and encourage project implementers to adopt advanced and appropriate exploration techniques and methods, strengthen environmental protection requirements throughout the mineral resource exploration process, enhance ecological restoration at exploration sites, and minimize the impact of exploration activities on the ecological environment.
Reporter: Only through coordinated efforts and close collaboration between the two levels of geological exploration funds can they truly maximize their effectiveness. What steps will the center take next to further deepen the coordination and linkage between these two levels of geological exploration funds?
Cheng Liwei: Since 2011 Since the issuance of the “Guiding Opinions” two years ago, thanks to the joint efforts of the Central Geological Exploration Fund Management Center, the land and resources authorities of various provinces (autonomous regions and municipalities), and the geological exploration fund management agencies, a solid foundation has been laid for the coordinated operation of the two-level geological exploration funds. However, as the Strategic Action for Breakthroughs in Mineral Exploration progresses steadily, it has become necessary to further refine the coordination mechanism and strengthen the collaborative efforts between the two levels of funds, so as to jointly advance the Strategic Action for Breakthroughs in Mineral Exploration. At present, the key focus should be on making greater efforts to improve the specific approaches and mechanisms for enhancing this coordinated work.
First, we will further expand the depth and breadth of information communication and exchange. Building on our previous focus on information communication between the central government and provincial-level geological exploration funds, we will explore establishing an information exchange platform to facilitate greater information sharing among provincial-level geological exploration funds. As a next step, we are tentatively considering perfecting the national system for information exchange and joint meetings among geological exploration funds, and promoting the interconnection of websites for geological exploration funds nationwide, thereby creating favorable conditions for mutual communication and exchange among all parties.
Second, we will further deepen and solidify the project-matching efforts. Building on the project-matching work conducted over the past two years—primarily through project proposals and preliminary reviews—we will draw on the approach used in key breakthrough zones to further enhance the effectiveness of project matching in terms of project implementation, work plans, and project feasibility studies. Moving forward, we will also promote pilot programs for exploring hidden mineral deposits in central and eastern regions and for combined coal-uranium exploration in northern China, thereby leveraging fund-supported projects as models for both exploration strategies and organizational approaches.
Third, we should explore cooperative models for the two-tier geological exploration funds. In accordance with the requirements of the “Guiding Opinions,” cooperation between the central and provincial-level geological exploration funds primarily involves horizontal coordination by mineral type and region, as well as vertical coordination based on different stages of work. Such cooperation facilitates coordinated efforts between the two tiers of funds. However, from the perspective of enhancing the efficiency, quality, and oversight of new project implementation, we could also explore a closer form of cooperation between the two tiers through pooled project investments.
