Zhong Ziran emphasized that we must clearly recognize the situation and tasks facing geological survey work under the new normal of the economy, and accurately grasp the positioning and strategic thinking for geological survey work in the context of the new normal of economic development.
In terms of vigorously promoting the strategic restructuring of geological survey work, we must place energy and mineral resource surveys in a more prominent position, providing stronger support for safeguarding national energy security and for reforming the exploration and development system. We should accelerate technological innovation to provide even stronger support for the strategic initiative aimed at achieving breakthroughs in mineral exploration. Moreover, we need to strengthen geological surveys related to natural resources, land space, ecological environment, and geological hazards, thereby providing more robust support for building an ecological civilization and for reforms in natural resource management systems and land management systems. Regarding the comprehensive deepening of institutional and systemic reforms in geological surveys, we must advance reforms in the evaluation mechanisms for geological survey results, the operational mechanisms for geological surveys, the scientific and technological system for geology, the financial and budgetary system for geological surveys, the supervision and oversight system for geological surveys, and the classification reform of geological survey institutions.
Zhong Ziran pointed out that public-interest geological work at the central and local levels should be coordinated and integrated, with rational division of labor, information sharing, and close cooperation. The national geological survey teams must effectively enhance their cohesion and combat effectiveness.
