The meeting heard reports from the National Development and Reform Commission, the Ministry of Emergency Management, the Ministry of Natural Resources, the Ministry of Water Resources, the Ministry of Science and Technology, and China Railway Corporation.
The meeting pointed out that China is one of the countries in the world most severely affected by natural disasters. Since the founding of New China, the Party and the government have attached great importance to the prevention and control of natural disasters, leveraging the political advantage of our socialist system—the ability to concentrate resources and accomplish great things—thus achieving globally recognized success in disaster prevention, mitigation, and relief. At the same time, China’s overall capacity for preventing and controlling natural disasters remains relatively weak. We must emphasize prevention as the primary approach, striving to minimize the risks and losses caused by natural disasters. We must embrace reform and innovation, advancing the modernization of our natural disaster prevention and control systems and capabilities. We must promote international cooperation, working together to advance natural disaster prevention and mitigation efforts.
The meeting pointed out that we should focus on key areas and weak links to promote the construction of several major projects. We need to carry out disaster risk surveys and identify critical hidden dangers to gain a comprehensive understanding of existing risks and hazards; implement ecological restoration projects in key ecological function zones to restore the functions of forest, grassland, rivers, lakes, wetlands, deserts, and marine ecosystems; launch coastal zone protection and restoration projects, build ecological seawalls, and enhance our capacity to withstand marine disasters such as typhoons and storm surges; reinforce housing and infrastructure in earthquake-prone areas to improve seismic resistance and disaster preparedness; upgrade flood control and drought relief water conservancy facilities to perfect the flood and drought prevention system; and implement comprehensive management of geological hazards along with relocation and resettlement programs for residents living in hazardous areas, ensuring effective implementation. “ 13th Five-Year Plan ” Geological disaster risk-avoidance relocation tasks; implementation of emergency rescue center construction projects, establishing several regional emergency rescue centers; implementation of an information-based project for monitoring and early warning of natural disasters, enhancing comprehensive monitoring of multiple disaster types and disaster chains, as well as the capacity for early risk identification and forecast/early warning; implementation of a modernization project for technical equipment used in natural disaster prevention and control, intensifying efforts to tackle key technologies, and improving the professional and technological equipment levels of China’s rescue teams.
The meeting emphasized that the planning and construction of the Sichuan-Tibet Railway are essential for promoting ethnic unity, safeguarding national unity, and consolidating border stability; they are also crucial for boosting Tibet’s economic and social development and represent a major step in implementing the Party Central Committee’s guiding principles for governing Tibet.
