Zhejiang Launches Pilot Program for the Control of Natural Ecological Space Use

4 Moon 3 On [date], the Department of Natural Resources and Land of Zhejiang Province issued the “Pilot Work Plan for the Control of Use of Natural Ecological Space in Zhejiang Province” (hereinafter referred to as the “Plan”). Carry out investigation and assessment. Fully leverage the pilot results of unified property rights registration for natural resources, and on the basis of integrated survey standards covering land, forests, wetlands, water bodies, shorelines, and ecological environments, establish a unified investigation and assessment system. Building upon the findings from the Second National Land Survey and annual change surveys, specialized surveys of natural resources, and the geographic national condition census, and in conjunction with relevant planning and demarcation results, determine the intended uses, ownership, and distribution of various natural ecological spaces. Establish a corresponding database to lay the foundation for the spatial planning, property rights registration, and use control of natural ecological spaces.
Define protection zones. Taking into account, in a comprehensive manner, the positioning of functional zones, spatial development needs, resource and environmental carrying capacity, and food security requirements, and based on the results of delineating ecological conservation redlines, permanent basic farmland, and urban development boundaries—as well as relevant redline delineation results from various departments—combine these with spatial planning. “ Integrated planning of multiple plans ” Pilot results clearly define the requirements for protecting natural ecological spaces within the jurisdiction and establish the goals and layout for the protection of these spaces.

Conduct assessments of resource and environmental carrying capacity, determine allowable development intensities, clearly define lists of industries and project types that are permitted, restricted, or prohibited, and set forth quantitative requirements—covering aspects such as scale, intensity, layout, and environmental protection—for activities including urban and rural construction, industrial and agricultural production, mineral exploitation, and tourism and health-related endeavors.
Implement spatial use. Develop rules for land-use conversion. Integrate existing systems for various types of land-use conversion, establishing separate regulations for the transformation of ecological spaces into urban and agricultural spaces, as well as for the management of construction land and agricultural land within ecological spaces and for mutual conversions among different uses within ecological spaces themselves. Distinguish between areas inside and outside the ecological protection redlines, formulate differentiated approval procedures for land-use conversion, and explore the establishment of a land-use conversion licensing system.
Innovate management and conservation models. Establish a property rights system for natural resource assets that features clear ownership, well-defined responsibilities and powers, and effective oversight; explore management models such as land acquisition and contractual conservation; develop long-term mechanisms for ecological protection compensation and multi-channel approaches to increase investment in ecological development; and explore the establishment of collaborative management mechanisms.
