The primary focus of these audits will be on how leading cadres have implemented the central government’s policies and decisions on ecological civilization construction, complied with laws and regulations governing the management of natural resource assets and ecological environmental protection, made major decisions related to the management of natural resource assets and ecological environmental protection, achieved targets for the management of natural resource assets and ecological environmental protection, fulfilled their supervisory responsibilities in managing natural resource assets and protecting the ecological environment, organized the collection, management, and use of funds related to natural resource asset and ecological environmental protection, as well as the implementation of project construction and operations, and fulfilled other relevant responsibilities.

The “Regulations” emphasize that audit authorities shall, based on the management of natural resource assets and ecological environmental protection in the regions where the audited leading cadres served or in the business areas under their jurisdiction during their tenure, and in conjunction with audit findings, conduct a comprehensive analysis of the causes underlying changes in the management of natural resource assets and ecological environmental protection during the audited leading cadres’ tenure, and objectively evaluate their performance in fulfilling their responsibilities for managing natural resource assets and protecting the ecological environment.

The “Regulations” require that leading cadres subject to audit, as well as their respective regions and departments (units), shall promptly rectify any issues identified during the audit. The work departments under the State Council and local governments at all levels responsible for natural resource asset management and ecological environmental protection shall strengthen inter-departmental coordination, promptly establish a data-sharing platform for natural resource assets, and make it accessible to audit authorities, thereby providing professional support and institutional safeguards for audits and actively supporting and cooperating with audit authorities in their audit activities. Party committees and governments at or above the county level shall strengthen their leadership over the off-duty audits of natural resource assets involving leading cadres within their respective regions, promptly listen to reports on audit work from their own-level audit authorities, and accept and cooperate with audits conducted by higher-level audit authorities.
