Xu Qinhua cautioned that every investment carries risks, and energy investments involve relatively large sums of money. As a result, already unclear and incomplete environmental laws and regulations are increasingly vulnerable to sudden changes or high levels of politicization, thereby amplifying the uncertainty surrounding energy resource investments.
