In his speech, Jiang Daming pointed out that currently, the global economic recovery is generally weaker than expected. Demand for minerals remains sluggish, investment continues to decline, and prices have been hovering at low levels, leaving downward pressure still substantial. Global mining development is also exhibiting some new changes that differ from the past—changes that will become a new normal as the global economy recovers. We must be keenly observant of subtle signs, adapt to overarching trends, take proactive measures in addressing challenges, and steadily move forward by breaking with the old and establishing the new, thereby promoting the sustained and long-term development of the global mining industry. We should seize new opportunities for mining development amid the industrial revolution and technological innovation, cultivate new driving forces for mining development through structural reforms, and expand new horizons for mining development by improving global economic governance.
Jiang Daming pointed out that the 13th Five-Year Plan period marks the decisive stage for China to fully build a moderately prosperous society in all respects. China will firmly establish and comprehensively implement the development philosophy of innovation, coordination, green development, openness, and shared benefits. While appropriately expanding total demand, we will unswervingly push forward supply-side structural reform, effectively address risks and challenges, and guide positive development expectations. He said that we will steadfastly build an innovation-driven mining sector, closely focus on the strategic scientific and technological issue of exploring deeper into the Earth, aim at the global forefront of science and technology, and respond to major national needs. We will resolutely advance major innovation strategies such as deep-earth exploration, deep-sea exploration, and deep-space Earth observation, using scientific and technological innovation to drive the transformation and upgrading of the mining industry and accelerate its development. We will also steadfastly build a reform-led mining sector, relying on reform to help the mining industry break through its current difficulties. At the same time, we will vigorously promote mining safety initiatives. We are firmly committed to building an inclusive and shared mining sector: actively implement resource benefit-sharing programs for local communities, refine and improve mechanisms for distributing resource development revenues, ensuring that more of these benefits accrue to the regions where resources are extracted, and enhancing the sense of gain among local residents. We will also champion corporate social responsibility in the mining sector, establishing mechanisms for sharing benefits between mining enterprises and local communities. We are firmly committed to building an open and mutually beneficial mining sector: further encourage foreign investment in China’s mining industry, actively implement free trade zone policies and related bilateral and multilateral free trade arrangements, explore establishing a pre-entry national treatment plus negative list management system, relax restrictions on investment sectors, simplify investment procedures, and create a favorable environment for foreign investment in mining. We must fully seize the opportunities presented by the Belt and Road Initiative, deepen international cooperation in mining investment and capacity building, create more employment opportunities, care about social welfare, and make greater contributions to the well-being of local communities in host countries. We will further deepen international cooperation in mineral exploration and development, actively participate in the formulation of international mining rules and standards, and contribute Chinese wisdom and strength to global mining governance.
Jiang Daming emphasized that earlier this month, the G20 Leaders’ Summit was held in Hangzhou, where President Xi Jinping delivered an important speech. This speech charted the course for building a global economy that is innovative, dynamic, interconnected, and inclusive, and also provided strong guidance for global mining governance. China is willing to work together with its counterparts from other countries to maintain a transparent and stable policy environment, create collaborative platforms for mutual learning and cooperation, and forge partnerships based on solidarity and mutual assistance. We will continue to improve mechanisms for exchange and cooperation, and join hands in building a community with a shared future for the global mining industry.
