During the research visit, Secretary-General Zhang Guochun listened to reports from the Zhejiang Provincial Asset Valuation Association and the Ningbo City Asset Valuation Association on the development of the industry. He also conducted on-site visits to Zhejiang Zhonglian Yaoxin Asset Valuation Co., Ltd. and the Zhejiang Branch of Yin Xin Asset Valuation Co., Ltd. Yinxin (Ningbo) Asset Appraisal Co., Ltd. 、 Ningbo Shiming Asset Appraisal Co., Ltd. The four asset appraisal agencies thoroughly studied the development of the asset appraisal industry and related aspects of Party building within the industry in Zhejiang Province.

During the research period, Secretary-General Zhang Guochun pointed out that, As the strategy of comprehensively deepening reform and governing the country according to law continues to be advanced, the asset valuation industry is ushering in an unprecedentedly favorable period of development. First, the new normal of the economy and supply-side structural reform have created enormous market demand for industry development. In the traditional valuation services sector, asset valuation is centered on supporting the development of a mixed-ownership economy, providing state-owned enterprises with value-added services that are both broader in scope and deeper in content. Moreover, as multi-level capital markets and financial service markets continue to evolve, asset valuation services are further expanding their scope. In emerging service sectors, new demands are constantly arising—such as “e-commerce,” “big data,” and the “internet.” + The emergence of new business models, new products, and new technologies all calls for asset valuation to provide corresponding value management services. In serving the country’s major strategic initiatives, the asset valuation industry has actively expanded its service scope—focusing on the “Five-in-One” development goal, supporting the transformation of government functions and reform of the investment and financing system, and underpinning supply-side structural reform. By fully leveraging asset valuation’s roles in value discovery, value management, and value guidance, the industry helps address mismatches between supply and demand, supports government decision-making, fosters technological and institutional innovation, promotes the optimal allocation of production factors and social resources, and provides expertise in areas such as intangible asset valuation for cultural enterprises, brand value assessment, ecological environment asset valuation, fiscal project management and performance evaluation, as well as government asset management and performance assessment. Second, the Asset Valuation Law has created a favorable legal environment for the healthy development of the industry. The Asset Valuation Law addresses a series of significant theoretical and practical issues in the development of the asset valuation industry. As a specialized law, it clearly defines the legal status of the valuation industry and valuers, and lays down specific provisions covering aspects such as valuation assignments, valuation procedures, the use of valuation results, and industry supervision and management. It clarifies the management framework, practice procedures, and professional responsibilities, thereby helping to standardize the behavior of relevant market entities, enhance the quality of valuation practice, and ensure that responsibilities are effectively fulfilled. This provides a solid legal foundation for better leveraging the professional role of asset valuation and safeguarding the legitimate rights and interests of all parties involved in valuation as well as the public interest. Third, the government’s streamlining of administration and delegation of power has injected vitality into industries and associations. On the one hand, as government management approaches undergo reform and socio-economic governance increasingly relies on social intermediary services, the related valuation services market will continue to expand and deepen. On the other hand, the government’s administrative intervention in industries will gradually diminish, while the role of industry self-regulation and industry organizations will be further strengthened, thereby enhancing the independence and scope of action of various industries. All these factors will greatly stimulate the enthusiasm, initiative, and creativity of both the asset valuation industry and its industry associations, boosting the industry’s overall vitality and competitiveness.

During his communication and exchanges with members of the Asset Valuation Association and personnel from asset valuation firms, Secretary-General Zhang Guochun emphasized that, The 13th Five-Year Plan period marks the decisive stage for fully building a moderately prosperous society. The Chinese asset valuation industry is currently at an important strategic juncture brimming with great potential and opportunities. At the same time, the industry’s development also faces numerous challenges and problems. Guided by the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, and Fifth Plenary Sessions of the 18th Central Committee, as well as the series of important speeches delivered by General Secretary Xi Jinping, we must uphold the development philosophy of innovation, coordination, green development, openness, and shared benefits. We should proactively adapt to the new normal of economic development and make every effort to promote reform, innovation, transformation, and upgrading in the asset valuation sector. All valuation institutions and practitioners should fully seize the favorable opportunity presented by the promulgation of the Asset Valuation Law, strengthen market development and practical innovation, and actively support the country’s economic system reform, supply-side structural reform, and the transformation of government functions, striving to open up new valuation markets and growth spaces. We must continuously enhance professional competence and ethical standards, reinforce the construction of an integrity system, cultivate professional capabilities that serve the development of the economy and society, and firmly adhere to the professional principles of “independence, objectivity, and fairness,” thereby continuously improving the quality and level of practice within the valuation industry. By providing high-quality professional services, demonstrating noble professional ethics, and maintaining a strong industry reputation, we can secure our own development and foster prosperity within the industry. Industry associations at all levels must earnestly implement the Asset Valuation Law, vigorously advance reforms in industry management, strengthen association organization building and Party building within the industry, enhance self-regulatory oversight, improve self-regulatory management capabilities, intensify efforts in talent cultivation and team building, and establish systems, institutions, and mechanisms that are consistent with the laws of the market economy and meet the development needs of the valuation industry.
