In his concluding remarks, Cao Weixing, Deputy Minister of the Ministry of Natural Resources and Spatial Planning, emphasized that scientific and technological innovation must be placed at the core of the overall development of the land and resources sector, and that new breakthroughs in scientific and technological innovation in the land and resources field should be promoted. Cao Weixing pointed out that this conference is an important gathering for the land and resources system to fully implement the spirit of the National Conference on Scientific and Technological Innovation, deeply advance the innovation-driven development strategy, and accelerate the promotion of scientific and technological innovation in the field of land and resources. It is... “ 13th Five-Year Plan ” The important conference held in the inaugural year will undoubtedly give a strong boost to the leapfrog development of scientific and technological innovation in land and resource management. Cao Weixing emphasized the need to effectively implement the spirit of the conference and the "Land and Resource..." “ 13th Five-Year Plan ” In accordance with documents such as the “Plan for the Development of Scientific and Technological Innovation,” the “Several Opinions of the Ministry of Natural Resources on Accelerating the Promotion of Scientific and Technological Innovation,” and the “Provisional Measures of the Ministry of Natural Resources for Promoting the Transformation of Scientific and Technological Achievements,” we are to actively advance five key tasks in scientific and technological innovation:
First, we must unite our hearts and pool our efforts to accelerate progress. “ Three deep ” Implement major projects. We must accelerate the approval process for the National Major Science and Technology Special Project on Deep Earth Exploration, refine and enhance the coordination mechanism for advancing deep-earth exploration research, strategically plan major deep-earth exploration projects, and systematically consider establishing a National Laboratory for Deep-Earth Exploration to lay a solid foundation for the country’s long-term development in this field and pool resources effectively. We should carefully organize special initiatives and projects related to deep-sea exploration, actively implement key R&D programs focused on critical deep-sea technologies and equipment, as well as pilot exploration and production projects for natural gas hydrates in relevant marine areas. We should also actively participate in the construction of the National Oceanic Science and Technology Laboratory and strengthen the functional laboratory dedicated to exploring seabed mineral resources. We must place particular emphasis on bolstering the construction of deep-space-to-Earth observation and application systems, fully leveraging the crucial role of satellite remote sensing technology in supporting the establishment of a modern land and resource survey and regulatory system, and fully harnessing its potential. “ A best-of-three match ” Leveraging the coordinating mechanism for the operational application of land and ocean observation satellites, we are striving to build a national spatial observation platform that provides full coverage, all-weather monitoring, comprehensive data collection, and quantitative analysis across all elements.
Second, we must vigorously strengthen research on land science and technology innovation as well as integrated management of natural resources. We should enhance innovation in land engineering technologies, actively apply for projects under the National Key Research and Development Program, establish new institutions for land science and technology innovation, build platforms and bases for land innovation, and produce a batch of major scientific and technological innovations that serve national goals, break through key areas, and lead industry development. We should also intensify research on the comprehensive evaluation and management of natural resources, further strengthening efforts to tackle common key technologies and study institutional reforms related to the investigation, evaluation, planning, and regulation of natural resources.
Third, we must strive to do a good job in the commercialization of scientific and technological achievements related to land and resources. We need to strengthen accountability for the commercialization of these achievements, formulate specific management measures for their commercialization, independently adopt appropriate methods for commercializing these achievements, make rational use of the revenues generated from their commercialization, enhance performance-based incentives for the commercialization of these achievements, and protect the legitimate rights and interests of scientific and technological personnel in accordance with the law.
Fourth, we must continue to advance the standardization of land and resource management. We need to fully leverage the crucial role of standards in promoting work, strengthening supervision, and innovating management—using standards to regulate work practices, maintain industry order, and standardize internal management processes, thereby enhancing management levels. We should establish a new land and resource standards system and further optimize the structure of national, industry, and local standards in the land and resource sector.
Fifth, we must vigorously carry out science popularization work related to land and resources. We should place science popularization on an equal footing with technological innovation, further strengthen existing land and resource science popularization bases, establish a new batch of innovative science popularization bases, refine major thematic science popularization activities, and accelerate the cultivation of science popularization professionals.
