2016 Year 7 Moon 14 On [date], the China Association of Mineral Rights Appraisers and the Department of Mineral Resource Reserves of the Ministry of Natural Resources jointly held a meeting in Beijing. The meeting was chaired by Wang Shouxiang, member of the National Committee of the Chinese People's Political Consultative Conference and President of the China Association of Mineral Rights Appraisers. Attending the meeting were Yu Haifeng, Director of the Department’s Reserves Division; Xia Muqing, Deputy Director of the same division; Huang Xuexiong, Chief of the Supervision Office; Zhou Baotong, Deputy Chief of the office; Chang Guangwu, Executive Vice President of the Association of Mineral Rights Appraisers; and Liu Yumin, Chief Engineer of the Association.
　　The meeting heard a report on the progress of the Mining Appraisal Association’s key business activities in the first half of the year and laid out plans for the next phase of key work.
　　The meeting fully affirmed the achievements made by the Mining Rights Evaluation Association in such areas as revising the guidelines for mining rights valuation, standardizing the coding of mining rights valuation reports, preparing for and implementing the professional qualification examination for assistant mining rights appraisers, and studying and putting into practice the Asset Valuation Law. The meeting also conducted a preliminary analysis of the impact of the Asset Valuation Law on the mining rights valuation industry following its promulgation.
The meeting emphasized that the Mining Appraisal Association must carry out all its work strictly in accordance with the requirements of the Asset Valuation Law, the overall requirements of the Ministry’s mineral resource administration, and the industry’s self-regulatory supervision standards.
　　Chairman Wang Shouxiang expressed his gratitude to the Department’s Reserves Division for its years of support in the assessment of mineral rights. He called for the revision of the guidelines for mineral rights assessment to be aligned with the Asset Valuation Law and the reform of mineral resource management, to dovetail with the direction of management system innovation, and to closely integrate with actual management practices. He emphasized the need to further strengthen the binding force of these guidelines, playing a corresponding role not only in standardizing professional conduct in mineral rights assessment but also in regulating the order of the mineral rights market. He urged accelerating the implementation of a unified coding system for mineral rights assessment reports and, building on existing efforts, intensifying the development of a comprehensive information platform for mineral rights assessment in response to management needs. The assistant mineral rights appraiser qualification examination must be conducted strictly in accordance with the requirements of the Ministry of Human Resources and Social Security and the Ministry of Natural Resources, rigorously adhering to examination procedures and maintaining strict examination discipline to ensure foolproof results. We must earnestly study and implement the Asset Valuation Law, take proactive measures, and fully and deeply incorporate the spirit and legal requirements of the law into all aspects of the mineral rights assessment industry.
　　Director Yu Haifeng fully affirmed the necessity and importance of the joint conference. He pointed out that, in carrying out tasks such as revising the guidelines for mineral rights valuation, the China Mining Appraisal Association must firmly grasp the new situation and new requirements—especially now that, following the promulgation of the Asset Valuation Law and the resulting adjustments to the association’s legal status and related responsibilities, the association should strive to remain at the forefront of the valuation industry. The association should continue to strengthen the work on unified coding of mineral rights valuation reports, further expand system functionalities, enhance the collection and analysis of industry practice information, and provide robust support for administrative management. The Department of Reserves will, as always, continue to support all aspects of the China Mining Appraisal Association’s work and hopes that the association will continue to offer more suggestions and advice on mineral rights management.
