1 19th of the month On [date], the Zhejiang Provincial Government convened a provincial-level conference on land and resources management, as well as a field meeting for the “812” land remediation project, in Deqing County, Zhejiang Province. The conference was held to earnestly implement the spirit of the Third and Fourth Plenary Sessions of the 18th CPC Central Committee, the Fifth and Sixth Plenary Sessions of the 13th Zhejiang Provincial Party Committee, and the National Conference on Land and Resources Management. The conference reviewed the province’s land and resources management work in 2014, laid out tasks for 2015, and advanced the implementation of the “812” land remediation project. Vice Governor Huang Xuming attended the conference and delivered an important speech. Deputy Commissioner Zhao Yufang from the Shanghai Bureau of the National Land Supervision Office also attended the meeting to provide guidance. Chen Tiexiong, Party Secretary and Director of the Department, chaired the conference and presented the work report. Leading officials from the Department—including Ma Qi, Zhang Jingen, Zhang Guobin, Lin Tianning, Xia Xiaohong, Sheng Leshan, and Wang Gongyi—also attended the meeting. In addition, leaders in charge of land and resources management from the governments of various cities, counties (cities, and districts), heads of relevant provincial-level units, and directors of land and resources bureaus from cities, counties (cities, and districts) were present at the conference.

　　Director Chen Tiexiong pointed out that in 2014... In the past year, the provincial land and resources system firmly implemented the decisions and deployments of the Central Government, the Provincial Party Committee and Provincial Government, and the Ministry of Land and Resources. Closely focusing on the main theme of resource conservation and intensive utilization, we made every effort to win three tough battles: the “Battle to Safeguard Cultivated Land,” the “Battle to Break Through through Intensive Use,” and the “Battle to Overcome Challenges through Reform.” Taking proactive measures and carrying out our work with solid dedication, we successfully completed the annual targets and tasks, providing strong resource support for the sustainable development of our province’s economy and society. In 2015, the overall guiding principle for land and resources work across the province was to conscientiously implement the spirit of the 18th National Congress of the Communist Party of China, the Third and Fourth Plenary Sessions of the 18th CPC Central Committee, the series of important speeches by General Secretary Xi Jinping, as well as the resolutions of the Fifth and Sixth Plenary Sessions of the 13th Provincial Party Committee and the National Conference on Land and Resources. We were to proactively adapt to the new normal of economic development, fully implement the strictest system for protecting cultivated land and the strictest system for saving land use, deepen reform and innovation, uphold law-based administration, emphasize quality and efficiency, strengthen ecological protection, safeguard people’s livelihood rights and interests, take proactive and vigorous action, and provide robust resource support for the healthy and sustainable development of the economy and society as well as social harmony and stability. We placed particular emphasis on eight key areas of work. First, we adhered to the principle of giving equal weight to quantity and quality, and resolutely upheld the red lines for cultivated land and basic farmland. Second, we balanced protection with restraint, effectively ensuring stable economic growth. Third, we improved mechanisms and further promoted the efficient and intensive use of land and resources. Fourth, we pursued both increasing revenue and reducing expenditure, comprehensively enhancing our capacity to ensure the integrated management of mineral resources. Fifth, we implemented classified management and actively and steadily advanced reform and innovation in land and resources. Sixth, we focused on addressing specific problems and earnestly protected the legitimate rights and interests of the masses. Seventh, we promoted the construction of a “rule-of-law-based land administration” system and consolidated the foundation of our work. Eighth, we strengthened management and focused on building a strong team of cadres within the system.

This year, the provincial land and resources management system has closely focused on the overall work priorities set by the Provincial Party Committee and the Provincial Government, tackling key issues and overcoming difficult challenges with proactive initiatives and solid efforts. It has provided comprehensive support for central tasks such as "stabilizing growth, promoting reform, adjusting structure, and improving people's livelihoods." The province has steadfastly fought three tough battles—the "battle to safeguard cultivated land," the "battle to break through constraints through intensive use," and the "battle to win the reform攻坚战"—and persistently carried out special campaigns aimed at redeveloping inefficient urban land and "standardizing the management of residential land plots to address the difficulties farmers face in building homes." Against the backdrop of a nationwide reduction in the total supply of land elements and increasingly stringent policies for protecting cultivated land and maintaining the balance between land occupation and replenishment, our province has still managed to achieve a win-win situation—securing both development and protecting cultivated land. The work done by local governments and land and resources management departments at all levels has been highly effective and deserves full recognition.

　　Vice Governor Huang Xuming emphasized that in 2015... This year is a pivotal year for comprehensively deepening reform, the inaugural year for fully advancing the rule of law, and a crucial year bridging the “12th Five-Year Plan” and the “13th Five-Year Plan.” All regions must accurately grasp the stage-specific characteristics of Zhejiang’s economic development under the new normal, clearly recognize the emerging trends in our province’s land and resource management under the new normal, proactively adapt to the new normal of economic development, and focus on five key areas of work. First, we must firmly uphold the red lines and effectively strengthen the protection of cultivated land resources. Second, we must persevere over the long term and make solid progress in the tough battle to conserve and intensively use land. Third, we must proceed cautiously and steadily, and advance the reform of the rural land system in an orderly manner. Fourth, we must act in strict accordance with laws and regulations and ensure that issues identified through audits and inspections are thoroughly rectified. Fifth, we must accelerate the reform of the unified real estate registration system according to the established plan.

　　Finally, Vice Governor Huang Xuming called on all localities and departments to further strengthen inter-departmental coordination, further optimize service management, and firmly uphold the legal bottom line, in accordance with the decisions and deployments of the Provincial Party Committee and the Provincial Government. He urged them to strive to do an even better job in land and resource management and make new and greater contributions to the construction of “Two Beautiful” Zhejiang.
