To implement the "Ministry of Natural Resources’ Regulations on Issuing the Code of Conduct for Staff Engaged in Administrative Approval and Review & Assessment," “ Six Prohibitions ” Notice》 (Land and Resources Development [ 2014 ] 150 According to the requirements of No. [number], we hereby announce the following matters regarding the transfer and dispatch of relevant documents for mineral resource reserve evaluation filing and registration, approval of mineral resources overlaid by construction projects, and filing of mineral rights price assessments:
1. Starting from the date of this announcement, all relevant documents—including applications, notices of supplementary materials, and approvals—for matters such as the filing and registration of mineral resource reserves, approval of construction projects that may overlay mineral resources, and filing of mineral rights price assessments—will be uniformly received and forwarded by the Administrative Service Hall of the Ministry of Natural Resources.
2. Applicants are requested to submit their applications to the Government Service Hall in accordance with the list of relevant documents provided in the attachment, and to register the contact person and contact information.
III. Any changes or adjustments during implementation will be announced separately.

Application Materials for Filing and Review of Mineral Resource Reserves
I. Required Submission Materials
(1) Letter of Application for Review and Filing.
(2) Schedule for the Acceptance of Mineral Resource Reserve Evaluations.
(3) Review Opinion Letter and its attachments.
(4) Individual review opinions signed by appraisers and experts.
(5) Mineral Resource Reserve Evaluation and Application Form.
(6) A written commitment from the applicant and the report preparation entity confirming the authenticity of the relevant materials.
(7) A copy of the exploration license or mining license, or a copy of the approval for delineating the mining area.
(8) A photocopy of the original geological exploration qualification certificate of the report preparation unit.
(9) Record of Resource Reserve Evaluation and Feedback Form.
(10) Table comparing the changes reported.
(11) Statement Regarding the Involvement of Commercial Secrets in Mineral Exploration Resource Reserve Results Information.
(12) Mineral Resource Reserve Report.
(13) Content for Filing and Recording of Mineral Resource Reserve Evaluation Data (Electronic Version).
II. The following materials shall also be submitted in the following circumstances:
(1) For applications aimed at going public for financing, the following supporting documents shall also be submitted:
1. Board resolution and supporting documents, such as the consent letter issued by the mining rights holder.
2. Documents for the listing of securities institutions.
3. Approval document from the competent authority for state-owned assets (involving state-owned assets).
(2) For submissions not made for the first time, the following relevant materials must also be submitted:
1. A copy of the most recent filing certificate.
2. Diagram showing the relationship between the scope of this estimate and the scope of the resource reserve estimate in the most recent report (including turning point coordinates).
(3) If non-standard industrial indicators are adopted or existing industrial indicators are modified, a feasibility study report on the industrial indicators prepared by a qualified design institute and the approval from the competent authority regarding these indicators shall also be submitted.
(4) For oil and gas mineral resources, the review and filing materials for large-scale or larger oil and gas reservoirs shall also include a site investigation report.
(5) In other specific circumstances, the following relevant materials shall also be submitted:
1. The feasibility study report, mine design or development and utilization plan, and related overlay maps upon which the measured and indicated reserves and reserves estimates are based.
2. The mining rights establishment plan or integration plan issued by the competent department of land and resources.
3. Instructions for setting up the initial mining section of the coal mine, along with other relevant materials.
Attachment 2
Mineral Resource Reserve Registration and Filing Materials
1. Letter of Application for Registration of Mineral Resource Reserves.
II. Paper copy of the Mineral Resource Reserve Registration Book 5 portion.
3. Original or copy of the Mineral Resource Reserve Evaluation Report and Filing Certificate.
4. Original or copy of the mineral resource reserve report (textual portion).
5. A copy of the exploration license or mining license issued by the Ministry of Natural Resources that is currently valid.
Attachment 3
Approval and Application Materials for the Overlying of Important Mineral Resources in Construction Projects
I. Required Submission Materials
(1) The applicant’s letter of application regarding the overlying of important mineral resources.
(2) Preliminary review opinion from the provincial-level department of natural resources and land.
(3) Supporting documentation demonstrating the inevitability of overlying mineral resources in the construction project.
(4) Assessment Report and Review Opinion on the Overlying of Critical Mineral Resources (both in paper and electronic formats).
II. For construction projects that overlay mineral resources subject to existing mining rights, the following additional materials shall also be submitted:
(1) The agreement signed between the construction entity and the holder of the mineral rights that are being overlaid.
(2) A copy of the exploration license or mining license held by the mining rights holder that is valid during the period of validity.

One, Letter of Application for Price Assessment.
II. A copy of the exploration license or mining license (approval for demarcating the mining area).
Three, Geological reports and charts and diagrams used as the basis for the assessment.
Four, Corresponding review opinion letter and filing certification documents.
Five, Letter of Commitment from the Geological Report Preparation Unit Regarding the Authenticity and Completeness of Geological Data.
Six, Subsequent exploration design and drawings/tables (submitted with the exploration license application).
Seven, A letter of commitment from the subsequent survey and design preparation unit regarding the authenticity and completeness of the design (submitted with the survey permit application).
Eight, Photocopy of the qualification certificate of the subsequent exploration and design unit (for applications submitted with an exploration license).
Nine, Mineral Resource Development and Utilization Plan and Review Comments (for applications submitted with a mining license or approval of designated mining area boundaries).
Ten, A copy of the approval document for the coal mining project (submitted with the mining license or the reply approving the designated mining area).
Eleven, A copy of the approval document for the land reclamation plan (submitted with an application accompanied by the mining license or the approval document delineating the mining area).
Twelve, A copy of the environmental impact assessment approval document (for applications submitted with a mining permit or an approval for delineating the mining area).

Application Materials for Filing the Assessment Report on Mining Rights Payment Price
I. Letter of Application for Filing the Assessment Report on Mining Rights Premium.
II. Main Parameter Table of the Mineral Rights Price Assessment Report with the Official Seal of the Issuing Authority.
3. Obtain the assessment work filing form, stamped with the official seal of the land and resources authority of the province (region or city) where the project is located.
4. Original copy of the mineral rights payment valuation report.
