Recently, the Yunnan Provincial Party Committee and Provincial Government issued the "Implementation Plan for the Reform of the Ecological and Environmental Damage Compensation System," promoting the reform of the ecological and environmental damage compensation system and striving to provide strong support for winning the battle against pollution and building Yunnan into China's most beautiful province.

　　Yunnan Province has clarified that if damage to state-owned natural resources and the ecological environment is caused by human factors, and any of the following circumstances apply, the responsible party shall be held legally accountable for compensation for ecological and environmental damage: First, in key ecological function zones or prohibited development zones designated in national and provincial-level functional zone plans, incidents of environmental pollution or ecological damage occur; second, as a result of environmental pollution or ecological damage, permanent basic farmland, state-owned protective forest land, or special-purpose forest land are affected. 5 More than mu, typically cultivated land and other forested land 10 More than one mu, state-owned grassland or pasture. 20 (3) Areas exceeding one mu that have either lost their basic functions or suffered permanent damage; (3) Areas that, due to environmental pollution or ecological degradation, have been determined to have undergone changes in their natural state, experienced significant deterioration in ecological characteristics and biodiversity, and suffered severe impairment of their ecological functions.

　　Yunnan Province requires that, in addition to the provincial department of natural resources being responsible for organizing compensation for ecological and environmental damage involving cultivated land, minerals, and other related areas, the forestry department shall be responsible for conducting investigations, conducting appraisals and assessments, engaging in compensation negotiations, filing lawsuits, and supervising restoration efforts for ecological and environmental damage incidents involving forests, forest lands, and key wetlands, national parks, nature reserves, forest parks, and national wetland parks at or above the provincial level.

　　Yunnan Province has stipulated that the scope of compensation for ecological and environmental damage includes costs for pollution cleanup, expenses for ecological restoration, loss of service functions during the ecological restoration period, losses resulting from permanent impairment of ecological and environmental functions, as well as reasonable expenses related to investigations, appraisals, and assessments for ecological and environmental damage compensation. The provincial government has designated departments such as the Provincial Department of Natural Resources and the Provincial Department of Ecological and Environmental Protection to be responsible for the specific implementation of ecological and environmental damage compensation work.
