“ Nationwide, overcapacity is widespread, but the focus of capacity reduction lies in the Northeast, East China, and South China regions. ” Academician Yuan Liang introduced that China's existing green coal resources are mainly distributed in the Shanxi-Shaanxi-Mongolia-Ningxia-Gansu region, accounting for the majority of the country's total. 73.23% , the Northeast region accounts for 0.91% , the East China region accounts for 8.29% , the South China region accounts for 5.01% , Xin Qing District occupies 12.55% Regarding this, in the Shanxi-Shaanxi-Mongolia-Ningxia-Gansu region, the focus is on slowing down or halting construction of a number of coal mines currently under development. In the Xinjiang-Qinghai region, production scale will be determined primarily by meeting the needs of the province itself; a number of coal mines under construction will be slowed down or halted, while others will be closed or undergo technological upgrades.

Addressing the challenges and issues facing the efficient recovery and energy conservation of China’s coal resources, Academician Yuan Liang stated in an interview that it is imperative to accelerate research on a scientific system for safe, intelligent, and precise coal mining. Relevant research directions should be included in future national major science and technology programs, the National Key R&D Program, and the National Natural Science Foundation’s Major Research Programs, and policy support for basic research, key technologies, and equipment development should be strengthened accordingly.
Actively promote the advanced experiences from mining areas such as Shendong, Huainan, and Huangling. Select a group of mining areas with favorable conditions for green coal resources, advanced mining technologies and equipment, and high levels of resource recovery and energy efficiency. Establish national-level demonstration bases for precise coal mining, fully leveraging their role as model leaders to drive other mining areas in enhancing their capacity for efficient resource recovery and substantially elevating China’s level of precise coal mining.
In addition, Academician Yuan Liang also introduced that a national laboratory for energy development should be established, with key focus on efficient recovery of coal resources and coordinated development of various mineral resources. Measures such as setting up a national key laboratory for precise extraction of green coal resources and establishing a collaborative innovation alliance for precise extraction of green coal resources will effectively ensure the proportion of green coal resources being developed and smoothly achieve the intended strategic goals.
