Recently, the General Office of the Zhejiang Provincial Government issued the "Implementation Plan for Innovating the Government’s Approach to Resource Allocation in Zhejiang Province," which proposes establishing and improving a system of paid use for natural resources owned by all the people, introducing more competition mechanisms into resource allocation, refining the systems for paid use of land, water, mineral resources, and marine areas, and exploring the promotion of paid use of state-owned forests and uninhabited islands.
Zhejiang Province emphasizes the need to establish and improve a sound system of property rights for natural resources. We must uphold the principles of public ownership of resources and statutory property rights, clearly identifying the owners of all types of natural resource assets across the entire national territory. We will carry out unified registration and confirmation of property rights for all natural ecological spaces, including forests, mountains, wastelands, tidal flats, and marine areas, and clearly define the management and protection boundaries of water conservancy projects. We will distinguish between resources owned by the whole people and those owned collectively, clearly defining the state’s ownership rights over natural resources owned by the whole people and safeguarding the ownership rights of collective organizations over natural resources owned by their respective collectives. We will explore ways to promote the separation of ownership and use rights of natural resource assets, clarify the attribution of property rights—including ownership and use rights—and the corresponding responsibilities and obligations, and appropriately expand the powers related to the transfer, assignment, leasing, pledging, and equity participation of use rights.
To leverage the guiding and restrictive role of spatial planning in the allocation of natural resources, Zhejiang Province has mandated accelerating the pilot work on provincial-level spatial planning. Building upon the master functional zone planning, the province will develop a unified spatial plan that rationally arranges urban, agricultural, and ecological spaces. It will scientifically delineate urban development boundaries, permanent basic farmland, and ecological protection redlines, ensuring seamless coordination among various control lines and enabling the scientific allocation and strict management of all types of natural resources. The province will also improve its land-use control system by breaking down development intensity targets to each county-level administrative district and controlling the total amount of construction land. Furthermore, land-use controls will be extended to all natural ecological spaces, defining protection boundaries for forests, rivers, lakes, wetlands, oceans, bays, estuaries, and other such areas. Specific control rules and land-use permitting regulations will be established, and any unauthorized changes in land use will be strictly prohibited.
