The proposal points out that land resources constitute the most critical material foundation for national security. Given our country’s limited endowment of natural resources and the rapid depletion of land resources, the conflict between population and land is deepening, and there is an urgent need to transform land management practices. We must fully recognize the seriousness of land resource security issues and the importance of supporting them through technological innovation. It is essential to establish and improve a national land science and technology innovation system and accelerate efforts to align with world-class advanced levels in land-related scientific and technological innovation.
The proposal points out that China has a large population and limited land resources, with per capita resource availability severely insufficient. To safeguard national food security, ecological security, and resource security, and to drive quality, efficiency, and driving force transformations toward high-quality development, we must strengthen our capacity for original innovation in land science and technology, maximize the vitality of innovation actors, and adopt extraordinary measures to propel land science and technology innovation to achieve leapfrog development. In the new era, land science and technology innovation should serve the supply-side structural reform of land resources, injecting new momentum into enhancing the carrying capacity of the ecological environment and optimizing the spatial layout of land development. It should also be integrated into coordinated regional development, providing new approaches to implementing the new urbanization strategy and the rural revitalization strategy, and promoting the efficient utilization of land resources. Moreover, it should support the construction of an ecological civilization by strengthening source protection of land resources, leaving more green mountains and clear waters for future generations, and ensuring the preservation of arable land in terms of quantity, quality, and ecology. “ Trinity ” Protection provides new technologies.
