It will also explore the key guiding principles and priority tasks for the development of China’s non-metallic mineral industry during the 13th Five-Year Plan period. , Accelerate supply-side reform and innovation in the non-metallic mineral industry, and promote adjustments and upgrades to the industrial structure. , Showcase new technologies, new products, and new achievements in the non-metallic mineral industry; expand the application fields of non-metallic mineral products; promote the integrated development of the non-metallic mineral industry with downstream industries; and accelerate the coordinated reform, innovation, and development of the non-metallic mineral industry.
This conference has invited Qiao Longde, President of the China National Building Materials Federation; Lü Guixin, Deputy Inspector of the Raw Materials Department of the Ministry of Industry and Information Technology; as well as leaders from relevant departments including the Mineral Resources Development Department of the Ministry of Natural Resources, the Social Development Science and Technology Department of the Ministry of Science and Technology, and the Property and Behavior Tax Department of the State Administration of Taxation, to attend the conference and deliver important speeches. At the conference, Wang Wenli, Vice President and Secretary-General of the China Non-Metallic Mineral Industry Association; Zhu Baoliang, Researcher at the Economic Forecasting Department of the National Information Center; and Chen Congxi, Researcher at the Information Center of the Ministry of Natural Resources, among others, were also present. 20 Several delegates delivered reports on topics including “The Current Status of China’s Non-Metallic Mineral Industry and Prospects for the 13th Five-Year Plan,” “Analysis and Outlook on China’s Economic Situation,” and “Current Status of Exploration and Development of Domestic and International Non-Metallic Minerals.” The attending delegates listened attentively to the speeches by leading officials and the conference reports, and expressed strong agreement and recognition of the leaders’ and experts’ analyses and judgments regarding the current state, challenges, and future development directions and key tasks for the non-metallic mineral industry.
In his opening address at the conference, Hu Qin, President of the China Non-Metallic Mineral Industry Association, pointed out that researching and developing new industrial and business models represents a new challenge facing professionals in the non-metallic mineral sector. Reducing excess and outdated production capacity, promoting mergers and restructuring, accelerating industrial transformation and upgrading, and developing high-end non-metallic mineral products are the new goals for the industry’s future development. He also introduced the reforms and opening-up policy. 30 Over the past several years, China’s non-metallic mineral industry has made remarkable progress, giving rise to a number of new enterprises and high-end non-metallic mineral products. However, the industry now faces significant shortcomings—small-scale operations, fragmentation, and low quality—that have become bottlenecks in its development. There is a severe overcapacity in low-end products, while supply of high-end products remains insufficient, making it difficult for the industry to keep pace with the development of the national economy. Therefore, reform and innovation within the industry, as well as its transformation and upgrading, have become both urgent and imperative. The document clearly identifies the industry’s key challenges, as well as the theme of this conference and the main topics and directions for discussion.
In his speech, Lü Guixin pointed out that China’s non-metallic mineral industry currently faces several challenges, including weak resource utilization technologies, low added value, insufficient innovation capabilities, and a short industrial chain. The 13th Five-Year Plan represents a rare opportunity for the development of the non-metallic mineral industry. Moving forward, we will comprehensively promote industrial development from five key areas. 1. Firmly implement the national innovation and development strategy, promote the rapid development of China’s non-metallic mineral industry, closely integrate with downstream industries, establish industrial chains and build innovation chains, and advance the industrialization of the non-metallic mineral industry. ; II, Attach great importance to the green mining of non-metallic minerals, further implement product access requirements for key industries, strive to enhance the level of clean production in these industries, and achieve green development of the industrial sector. Three, Attach great importance to the integrated development of informationization and industrialization in the non-metallic mineral sector, accelerate the application of next-generation technologies such as big data in the industry, and, tailored to the industry’s specific characteristics, promote the non-metallic mineral sector toward comprehensive, integrated informationization. ; Four, Attach great importance to the industry’s technological capabilities and specialized equipment, such as research and development of common technologies, special funds for intelligent manufacturing, and automation technology upgrades. In response to the nation’s call for targeted poverty alleviation, we need to step up support for the development of advantageous non-metallic mineral resources in impoverished areas, cultivate a number of specialized non-metallic mineral parks, and foster a virtuous cycle of regional industrial development. Representatives from relevant departments of the Ministry of Natural Resources, the Ministry of Science and Technology, and the State Administration of Taxation delivered speeches on topics including mineral resource management, reform of science and technology R&D projects, and mineral resource tax policies, offering valuable insights and suggestions for the development of the non-metallic mineral industry.
Qiao Longde, President of the China National Building Materials Federation, delivered an important speech at the meeting. In his address, President Qiao reviewed and analyzed the historical development of the non-metallic minerals industry, clearly outlining that the non-metallic minerals and products sector should achieve “three key positions,” realize “three major improvements,” strengthen “self-discipline in three areas,” and rely on “three driving forces” to accelerate the structural adjustment of the industry. Given that these resources are finite and non-renewable yet have vast and widespread application potential, it is essential to adopt a “strategic resource awareness” in terms of positioning. For non-metallic minerals, we must prioritize high-quality materials for high-value applications, implement tiered utilization, carefully select specific application fields and purposes, and develop advanced and precision processing techniques—thus establishing a “new positioning for both application fields and processing methods.” Furthermore, the non-metallic minerals and products industry should set a “target positioning”—aiming for mid-to-high-end and high-end development—and strive to surpass the industrial development goals set forth in the 13th Five-Year Plan. 1 Trillions—proactively benchmarking against international advanced standards and striving to catch up with both internationally advanced and world-leading levels. Chairman Qiao’s three key positions on non-metallic minerals and their products have laid a solid foundation for the industry’s development. By the end of the 13th Five-Year Plan period, the non-metallic minerals and products sector must achieve “three enhancements”: first, an upgrade in technological equipment levels, fully realizing “Made in China”; second, an increase in the proportion of high-end non-metallic mineral products, aiming for high-end products to account for a significant share of sales revenue. 60% ; The increase in industrial concentration has led to a high concentration of production capacity among large and medium-sized enterprises. 40% The above-mentioned measures—achieving “three enhancements” in the industry during the 13th Five-Year Plan period—have set forth clear directions and goals for the sector. It is crucial to strengthen industry self-discipline in three key areas: “innovating standards and phasing out outdated practices; raising entry barriers and formulating an industry-oriented catalog; and promoting industry self-regulation and autonomy through the establishment of industry alliances.” Such industry self-discipline will provide a solid guarantee for achieving the goals and tasks of the 13th Five-Year Plan. Relying on these three driving forces, we can accelerate the structural adjustment of the non-metallic minerals and products industry. First, we must rely on innovation-driven development to propel supply-side reform and focus on structural adjustments. Second, we need to leverage innovation—embracing the “three new factors” (policies, technologies, and industries)—to guide the industry’s structural adjustments. Third, we must foster close collaboration among industry, academia, and research institutions, with leading large enterprises taking the lead in establishing an industry alliance for non-metallic mineral materials. Together, we can tackle and resolve bottlenecks that hinder and impede the industry’s development, enhance the role of industry associations, and promote overall quality improvement across the sector. These “three driving forces” offer an effective pathway for the structural adjustment and upgrading of the non-metallic minerals and products industry during the 13th Five-Year Plan period.
The 13th Five-Year Plan represents a rare opportunity for the non-metallic mineral industry to achieve robust development. The non-metallic mineral industry serves as an essential material foundation for national economic and social development, and the development of non-metallic mineral products—non-metallic mineral materials—is the key direction for the industry’s growth. The “Guiding Opinions on Promoting Stable Growth, Structural Adjustment, and Enhanced Efficiency in the Building Materials Industry,” issued by the General Office of the State Council, explicitly states: Focusing on the deep processing of non-metallic minerals such as graphite, kaolin, bentonite, and diatomaceous earth, we must intensify efforts to tackle technological challenges in areas including mineral homogenization, purification, ultrafine grinding, graded particle size distribution, and surface modification. We should vigorously develop functional mineral materials based on non-metallic minerals, which can be applied in energy conservation and fire protection, filling and coating, environmental pollution control, and energy storage and thermal insulation. Based on listening to the important speeches delivered by President Qiao Longde and Deputy Inspector Lü Guixin, as well as the association’s thematic report and reports from relevant experts, and after thorough deliberation, we have clearly defined the development strategy for the non-metallic mineral and product industry during the 13th Five-Year Plan period. We have established five core development principles: adhering to innovative development, promoting coordinated development, pursuing green development, highlighting key priorities, and emphasizing comprehensive utilization. During the 13th Five-Year Plan period, in line with the development of the non-metallic mineral industry, the China Non-Metallic Mineral Industry Association will focus on the following key areas of work:
I. Effectively implement and carry out the General Office of the State Council. 34 Document No. , Promote supply-side reform in the non-metallic mineral industry.
In terms of capacity reduction: 1 ) Accelerate the pace of green production and utilization in the non-metallic mineral industry, explore new application areas, and promote the release of a catalog of non-metallic mineral-oriented products. 2 ) Advocate that industry enterprises strictly implement the entry standards for sectors such as graphite, fluorite, fireclay, and chrysotile asbestos, eliminate outdated production capacity, and elevate the development level of the industry. 3 ) Encourage industrial restructuring and enhance industry concentration. Encourage leading, backbone large enterprise groups to integrate upstream and downstream industries and extend their industrial chains through joint restructuring and other forms, so as to quickly become stronger and bigger. In terms of addressing weak links: 1 ) Recently, the 13th Five-Year Plan for the non-metallic mineral industry has been completed and released, actively promoting the healthy, orderly, and sustainable development of the non-metallic mineral sector. 2 Focusing on key demand areas, we will accelerate the pace of innovation. With a particular emphasis on advantageous mineral resources such as graphite, kaolin, bentonite, sepiolite, wollastonite, attapulgite, and diatomaceous earth, we will explore new application fields, develop high-end non-metallic mineral products, and strengthen collaborative innovation between production and application in areas including new energy, energy conservation, environmental protection, agriculture, and new materials. 3 ) . Encourage and guide manufacturing enterprises to carry out technological upgrades and transformations, increase investment in technology, and enhance the added value of their products.
II. Strengthen Research and Recommendations on Industrial Policies
In light of the practical realities and future development of the non-metallic mineral industry, we should strengthen research and provide policy recommendations for the non-metallic mineral sector. We recommend and assist relevant ministries and commissions in studying, formulating, and refining industrial policies, thereby promoting coordination and integration among non-metallic mineral policies and policies related to science and technology, finance, taxation, resources, and environmental protection. We will also conduct research to refine and improve the准入 standards for key non-metallic mineral industries and phase out outdated production capacities.
III. Promote the development of a standards system
Continuously improve the industry’s product standards system, technical specifications, testing methods, and certification mechanisms, and refine product standards. Establish the China Non-Metallic Mineral Materials Industry Alliance, using the alliance as a key driver to build an integrated R&D system—combining industry, academia, research, and application—centered on non-metallic mineral materials and their products. Focus on tackling critical technologies related to the mining, beneficiation, processing, and application of important non-metallic minerals, and accelerate the development and manufacturing of large-scale, highly automated specialized equipment and complete sets of machinery for non-metallic minerals. Relying on innovation-driven approaches, continuously enhance the industry’s technological level.
V. Promote the development of non-metallic mineral industry clusters.
Non-metallic mineral resources are concentrated, and industrial clusters have emerged, giving them an inherent advantage for developing industrial clusters. We should actively promote the cultivation and construction of non-metallic mineral industry clusters, innovate development models, and vigorously advance regions rich in resource advantages by creating specialized industrial parks. This will help establish an intensive, large-scale development model characterized by "efficient resource extraction, diversified product manufacturing, clustered industrial development, and centralized service provision." We should carry out and implement demonstration projects for industries and products through various approaches, fostering a group of industrial parks and leading enterprises with core competitiveness.
In line with the development direction and goals of the non-metallic mineral industry, the China Non-Metallic Mineral Industry Association, together with the entire industry, will seize the development opportunities presented by the 13th Five-Year Plan, work in unison, and make unremitting efforts to promote new developments in the non-metallic mineral and product industry.
