1. Overview of India's Mineral Resources: ?
India is rich in resources, and its mineral reserves rank second only to those of Brazil and Australia. , It ranks third in the world, and at the current rate of extraction, its reserves can last for more than 200 years. India’s most important coalfields include Raniganj in West Bengal, Jharia in Bihar, and lignite deposits in the Neyveli region of Tamil Nadu. In 2000, coal production reached 332.1 million tons. India is the world’s third-largest consumer of coal, with coal consumption totaling 375.74 million tons in 2000. The country’s coal reserves rank fifth globally. Chromium ore is primarily concentrated in the Dhenkanal and Kendujhar districts of Odisha, the North-Ratnagiri district of Maharashtra, the Singhbhum district of Bihar, as well as certain areas in Karnataka, Andhra Pradesh, and Tamil Nadu. India is one of the world’s richest sources of chromite ore, with reserves amounting to 27 million tons as of 2000.
India ranks fifth in the world in terms of chromite reserves. Manganese ore is primarily mined in the Nahpur-Bhandara region of Maharashtra and the Balaghat district of Madhya Pradesh. As of 2000, its reserves stood at 24 million tons (in metal content), making India one of the world’s leading producers of manganese ore and ranking sixth globally in manganese reserves. India also holds the second-largest reserves of rutile, the fifth-largest reserves of ilmenite, the fifth-largest reserves of rare earth elements, the second-largest reserves of barite worldwide, the fourth-largest reserves of wollastonite, and the second-largest reserves of wollastonite. Moreover, India is the world’s largest producer of mica, accounting for approximately 60% of the global total. In addition, India possesses abundant reserves of bauxite, tungsten ore, barite, fireclay, fluorite, gypsum, graphite, limestone, kyanite and sillimanite, phosphate rock, quartz and silica, as well as construction stones. Among India’s states, Odisha has the largest number of tribal groups—62 in total—and tribal populations account for as much as 23% of Odisha’s total population. With a total population of approximately 31.57 million and an area of 1,55,707 square kilometers, Odisha covers 8.4% of the country’s total land area, making it India’s seventh-largest state. It is one of the largest and most populous states in southern India. Odisha serves as a major corridor connecting northern and southern India. Its coastline stretches for 482 kilometers. The capital of Odisha is Bhubaneswar. The primary local languages spoken in Odisha include Oriya, Urdu, and Telugu, while English is the official language.
Orissa can be geographically divided into four distinct regions: the Eastern Plateau, the Central River Basin, the Eastern Hill Region, and the Coastal Belt. Each region has its own unique characteristics in terms of climate, culture, and population. As the entire state is located in the tropical zone, temperatures are high, especially during April and May. However, thanks to the influence of the ocean, the coastal areas enjoy relatively milder temperatures, while the mountainous regions experience extremely humid and sweltering weather. The six major rivers that flow out of the state are: Subarnarekha River, Budhabalanga River, Baitarani River, Brahmani River, Mahanadi River, and Rushikulya River. The western and northwestern parts of Orissa are relatively rich in mineral resources. Rice, pulses, vegetables, and fish constitute the staple foods of the local population. Various types of Pitha—pastries made from rice flour, gur (jaggery), coconut, cream, and other ingredients, with varying ingredient combinations depending on the type—as well as milk and cheese, are exquisite and distinctive culinary specialties of Orissa. Agriculture is the backbone of the state’s economy; 64 percent of Orissa’s population is directly or indirectly engaged in agricultural activities. Rice is the primary crop, while sugarcane is Orissa’s most important cash crop.
II. Project Overview

The mine rises approximately 280 meters above the surrounding terrain and covers an area of about 720 hectares. The main structural trend of the mine is from south to north. The geology consists primarily of basic and ultrabasic rocks, with most rock bodies intruding into Devonian and Carboniferous strata. The predominant rock type is magnesian ultrabasic rock, though a few rock bodies are ferrous ultrabasic rocks. In general, the strata in the mining area are arranged in a monocline, with dip directions ranging from 150° to 270° and dip angles between 17° and 35°.

III. Project Background
India is the largest supplier of chromium ore to China. In 1999 alone, India exported 374,000 tons of chromite ore to China, and this figure is projected to reach approximately 2 million tons by 2010. Chromite ore is an indispensable raw material for producing ferrochromium alloys and metallic chromium. Ferrochromium alloys are widely used in special steels with excellent oxidation resistance, stainless steel, acid-resistant steel, heat-resistant steel, ball-bearing steel, spring steel, and tool steel, among others. Metallic chromium, on the other hand, is primarily used to smelt special alloys containing elements such as cobalt, nickel, and tungsten. These special steels and alloys find applications in industries including aerospace, automotive, shipbuilding, and national defense—where they are employed in the manufacture of firearms, missiles, rockets, and naval vessels. Currently, global demand for these materials is exceptionally high.
IV. Forms of Cooperation In the early stage, the Chinese side is responsible for conducting mine surveys, performing comprehensive assessments of mining plans, and designing mining schemes. In the later stage, the Chinese side may engage in joint ventures for mining operations and take equity stakes; the resulting products can be preferentially repurchased and resold to China.
