Under the new business model, China’s mineral resource assessment sector faces a long and arduous journey—The Inaugural Congress of the China Mineral Assessment Association was solemnly held in Beijing.

This website reports that the 4th National Congress of Members and the 1st Meeting of the 4th Council of the China Association of Mining Rights Appraisers were solemnly held on November 29, 2025, at the Beijing Convention Center.


Xu Dachun, member of the Party Leadership Group and Vice Minister of the Ministry of Natural Resources, as well as Party Secretary and Director of the China Geological Survey; Wang Shouxiang, former member of the Party Leadership Group and head of the Discipline Inspection Commission of the former Ministry of Land and Resources, and also President of the 3rd Council of the China Association of Mineral Rights Appraisers; Shou Jiahua and Wang Min, former Vice Ministers of the Ministry of Land and Resources; Li Jinfa, former Party Secretary and Director of the China Geological Survey; Cheng Liwei, President of the China Mining Federation—along with other leaders—attended the换届大会. Also present were Garth Kirkham, the current Chairman of the Committee for the International Standards on Mineral Reserves Reporting (CRIRSCO), and Edmund Sides, the incoming Chairman; Peter Stoker, former Chairman of the Joint Ore Reserves Committee (JOCR) and China’s coordinator for CRIRSCO; as well as vice presidents of the 3rd Council and other guests. Wu Haiyang, former Chief Planner of the Ministry of Natural Resources and Party Branch Secretary of the China Association of Mineral Rights Appraisers, presided over the meeting. The 4th Congress of Members elected 658 member representatives, of whom more than 600 were actually present.
The 4th Congress of Members will be held in three stages. In the first stage, Comrade Cheng Liwei, Secretary of the Joint Party Committee, will first read out the review results from the Central Department of Social Work regarding the candidates for the leadership positions of the 4th Council of the China Mining Rights Appraisers Association. Vice Minister Xu Dachun, representing the Ministry of Natural Resources, delivered a speech to the Congress. This session specially included a ceremony for the China Mining Rights Appraisers Association’s accession to CRIRSCO and the signing of relevant documents, as well as a ceremony for awarding certificates to the Association’s senior and distinguished experts. Chairman Wang Shouxiang, on behalf of the 3rd Council, presented a work report titled “Seizing Opportunities, Embracing Innovation, and Vigorously Promoting High-Quality Development of the Mineral Resource Appraisal Sector.”
In his speech, Vice Minister Xu Dachun affirmed the achievements already made by the association and expressed hope that during the 15th Five-Year Plan period, the association would seize new opportunities to make fresh contributions to strengthening the country. He also put forward specific requirements for the association’s future work. Chairman Wang Shouxiang’s work report was divided into three parts: major accomplishments since the establishment of the third council, insights gained from the association’s work, and recommendations for future efforts. In conclusion, Chairman Wang Shouxiang summarized the achievements with the phrase “Five Things That Have Been Hard-Won”: the achievements in large-scale assessment construction have been hard-won; the growth of the assessment team has been hard-won; taking an important step toward international engagement and going global has been hard-won; consolidating and expanding the market has been hard-won; and earning societal recognition and credibility has been hard-won.
Under the witness of all attendees, Wang Shouxiang, President of the Board of Directors of the Third China Association of Mineral Rights Appraisers; Garth Kirkham, the current Chairman of CRIRSCO; and Peter Stoker, the Chinese Coordinator who joined CRIRSCO, jointly signed the document marking the China Association of Mineral Rights Appraisers’ accession to CRIRSCO. The signing of this document signifies the successful completion of more than a decade of efforts to join CRIRSCO, and marks the beginning of a new historical chapter for China’s mineral resource valuation sector—a chapter characterized by deeper integration with the international community!

After the second and third stages, the conference reviewed and approved a series of documents, including the “Work Report of the Third Council,” the “Financial Report of the Third Council,” the “Articles of Association of the Association,” the “Standards for Membership Dues,” the “Proposal on Establishing the Supervisory Board of the China Mining Rights Appraisers Association,” the “Rules for Voting and Election at the Fourth Members’ Congress,” and the “List of Candidates for Directors of the Fourth Council and Supervisors of the Supervisory Board.” The congress elected the members of the Fourth Council and the Supervisory Board, as well as the president and vice-presidents. The Fourth Council comprises 204 directors and 67 executive directors. Wu Haiyang, former Chief Planner of the Ministry of Natural Resources, was elected as president; Yao Huajun and 14 other individuals were elected as vice-presidents; Li Junxi was elected as chairman of the Supervisory Board; and Yang Xuesong was reappointed as secretary-general.

As one of the initiators of the China Mining Rights Appraisers Association, Zhejiang CNGEO Appraisal & Consultation Co., Ltd. naturally became a standing director unit of the association. The candidate recommended by our company, Wang Ji, was elected as a standing director of the 4th Council. Thus far, our company’s chairman, Wang Ji, has been elected as a standing director of the association for four consecutive terms. Wang Ji also served as a member of the Self-Discipline Committee in the 1st and 2nd terms, as deputy chairperson of the Professional Committee on Mining Rights Appraisal in the 3rd term, and as deputy chairperson of the Professional Committee on Mineral Resource Reserves. In 2016, he was appointed by the association as one of the first senior experts in China’s mining rights appraisal industry.

Zhejiang CNGEO Appraisal & Consultation Co., Ltd. was established in January 1999. It is a public institution affiliated with the former Department of Land and Resources of Zhejiang Province and was originally attached to the former Zhejiang Provincial Institute of Geology and Mineral Resources. In 2000, with the approval of the former Department of Land and Resources of Zhejiang Province and the Department of Finance of Zhejiang Province, the firm underwent decoupling and restructuring, and was registered with the former Administration for Industry and Commerce of Zhejiang Province as Zhejiang CNGEO Appraisal & Consultation Co., Ltd. In November 1999, the firm obtained the qualification for appraisal of prospecting rights and mining rights, approved by the former Ministry of Land and Resources, making it one of the first twenty mining rights appraisal institutions in China. In 2001, the company received approval from the Department of Finance of Zhejiang Province to obtain the asset appraisal qualification issued by the Ministry of Finance. The company was a member of the revision team for the 2004 edition of the "Guidelines for Mining Rights Appraisal," invited by the former Ministry of Land and Resources; it was also designated by the China Mining Rights Appraisers Association as the drafting unit for the 2008 edition of the "Application Guidelines for Appraisal Aimed at Transfer in the Secondary Market" (CMAzn1302-2008). In 2024, the China Mining Appraisers Association designated Zhejiang CNGEO Appraisal & Consultation Co., Ltd. as the lead editor of the "Application Guidelines for Compensation Value Appraisal Related to Overlying Mineral Resources." In 2015, at the invitation of the Zhejiang Ornamental Stone Association and the China Ornamental Stone Association, the company participated in the formulation of the "Industry Standard for Identification and Evaluation of Ornamental Stones" (GB/T31390-2015). That same year, the company joined the research group led by the China Mining Federation—initiated by the China Geological Survey—on "Research on Risk Assessment and Valuation Standards for Overseas Mining Projects as well as Technical Standards for Exploration, Development, and Utilization." The company's chairman, Wang Ji, was a key drafter of the "Norms for Public Reporting of Solid Mineral Resource Amounts and Ore Reserves in China." In 2022, at the invitation of the China National Forestry Industry Association, our company and expert Wang Ji participated in drafting the "Method for Valuation of Timber and Its Products" (T/CNFPIA 2002-2022). In 2023, the company took part in the drafting of the "Construction and Evaluation Standards for Intelligent Green Mines (Open-Pit Mining) in Zhejiang Province" (T/ZMA 001-2023), organized by the Zhejiang Mining Federation.
Since 2007, our company has systematically studied standards and regulations in the mining sector both domestically and internationally. In 2012, after Wang Jilu, the chairman of our company, assumed the positions of Vice President of the Tianjin Mining Rights Exchange and Director of the Research Institute, our company shifted its focus to studying the JORC, NI 43-101, CRIRSCO, as well as CIM, UNECE, and UNFC standards. In 2012, when Baosteel Group commissioned our company to conduct an assessment of the North Star and Glacier Valley iron ore projects in Australia (the Iron Bridge project of Australia’s FMG company), we invited Mr. Peter Stoker, then Chairman of the JORC, to serve as the Australian expert. In addition to jointly completing the due diligence for the project, we also used this project as a case study to carry out a comparative study between China’s “Classification Standard for Reserves of Solid Mineral Resources” (GB/T 17766-1999) and the JORC standards, achieving preliminary research results. Taking these findings as an opportunity, we subsequently initiated a series of processes, including the admission of Chinese professionals into AusIMM and the accession of Chinese mining-related organizations to CRIRSCO. The outcomes of our company’s research on domestic and international mining standards are prominently reflected in the “China Standards for Public Reporting of Solid Mineral Resource Quantities and Ore Reserves,” and have been applied in practice when undertaking overseas projects, guiding our team in reading and preparing JORC reports.
Among the member units of the China Mining Rights Appraiser Association, Zhejiang CNGEO Appraisal & Consultation Co., Ltd. and Hangzhou Boyuan Mineral Technology Consulting Co., Ltd., with their professional expertise and strong capabilities, are institutions that dare to undertake mineral asset appraisals for overseas mining projects and prepare reports in compliance with JORC standards. In 2024, through an international bidding process—in which SRK Company (headquartered in Canada) also participated—we won the bid for the Puno Bangou Iron Ore Project. In June 2025, our team completed the “JORC Report on Mineral Reserves of the Puno Bangou Iron Ore Mine” (a publicly available report), commissioned by Zhongrong Xinda (Qingdao) Mineral Resources Co., Ltd. In 2023, the “Mining Rights Assessment of the Mirador 1 (Acumulada) Copper Mine of Corriente Company in Ecuador,” commissioned by Tongling Nonferrous Metals Group Co., Ltd. and Tongling Nonferrous Metals Group Holding Co., Ltd., successfully passed the joint review by the Shenzhen Stock Exchange.
In the AI-plus-mining sector, Zhejiang Zhiyuan Company has already begun making significant strides. On July 27, 2025, China Color Silk Road Resources Technology (Beijing) Co., Ltd. held a grand launch event for the “SR Intelligent Computing Integrated Machine” at the Nonferrous Metals Geological Building of the Beijing Institute of Mineral Geology. During the event, the company officially unveiled the SR Intelligent Computing Integrated Machine—a cutting-edge AI-powered computing platform tailored specifically for the geology and mining industry. Zhejiang Zhiyuan Company is a shareholder of China Color Silk Road Resources Technology (Beijing) Co., Ltd.; its Chairman, Wang Ji, conceived the idea for this integrated machine and witnessed the entire R&D process.
