Notification on the Development and Utilization of Mineral Resources in Jiangsu Province for the Year 2006

Under the close attention and strong support of leaders at all levels, and through the joint efforts of statistical personnel at various levels, our province has successfully completed the annual statistical report on the development and utilization of mineral resources for 2006 on schedule. After review, compilation, and analysis by the provincial authorities, we are now releasing the relevant statistical findings as follows:
I. Development and Utilization of Mineral Resources
In 2006, mining enterprises across the province explored and utilized a total of 56 types of mineral resources, including 3 energy minerals (coal, petroleum, geothermal), 1 ferrous metal mineral (iron), 3 non-ferrous metal minerals (copper, lead, zinc), 2 precious metal minerals (gold, silver), 1 rare metal mineral (strontium), 7 non-metallic minerals used as metallurgical auxiliary materials (such as limestone for fluxes and dolomite for metallurgy), 4 non-metallic minerals used as chemical raw materials (such as pyrite and mirabilite), 33 non-metallic minerals used in building materials and other applications (such as limestone for cement, gypsum, kaolin, and limestone for construction aggregates), and 2 water and gas minerals (mineral water and carbon dioxide gas).
II. Number of Mining Enterprises
The province has a total of 2,943 mining enterprises, including: 123 state-owned enterprises, 790 collectively-owned enterprises, 1,603 privately-owned enterprises, 20 foreign-invested enterprises, and 407 other enterprises.
III. Mining Industry Personnel
The total number of mining industry workers in the province is 286,100, a decrease of 8,200 from the 2005 figure, representing a reduction of 2.79%. Among them, state-owned mining enterprises employ 106,200 people, collectively-owned mining enterprises employ 52,700 people, and privately-owned mining enterprises employ 85,600 people.
IV. Annual Mining Output
The total annual output of minerals from all types of mining enterprises across the province amounted to 221 million tons, roughly unchanged from the level in 2005. Of this total, solid minerals accounted for 220 million tons, liquid minerals for 3.2464 million tons, and gaseous (liquefied) minerals for 362,400 tons. The top five mineral commodities by annual output were: clay for bricks and tiles (51.26 million tons), limestone for cement (42.96 million tons), limestone for construction aggregates (33.71 million tons), coal (24.77 million tons), and granite for construction (9.51 million tons).
V. Mining Output Value and Revenue from Sales of Mineral Products
The total industrial output value of mining enterprises across the province reached 23.244 billion yuan, an increase of 3.713 billion yuan compared to 2005, representing a growth rate of 19.01%. The revenue from sales of mineral products amounted to 21.866 billion yuan, up 3.775 billion yuan from 2005, with a growth rate of 20.87%. The top five mineral products in terms of sales revenue were coal (7.450 billion yuan), petroleum (6.371 billion yuan), clay for bricks and tiles (3.332 billion yuan), iron ore (1.283 billion yuan), and salt mines (6.78 billion yuan).
In 2006, our province continued to earnestly implement the spirit of documents including the “Notice of the State Council on Comprehensively Rectifying and Standardizing the Order of Mineral Resource Development” (Guofa [2005] No. 28), the provincial government’s “Implementation Opinions on Comprehensively Rectifying and Standardizing the Order of Mineral Resource Development” (Suzhengfa [2005] No. 101), and the “Decision of the Standing Committee of the Jiangsu Provincial People’s Congress on Restricting Mountain Quarrying.” We launched a new round of measures to restrict mountain quarrying. As a result of these efforts to rectify and standardize the order of mineral resource development, the scale of mining operations has increased, intensive utilization has improved, the structure of the mining industry has become more rational, and the mining sector has entered a relatively stable period. Mining enterprises have achieved significant economic and social benefits.
