Recently, the State Council issued the "Overall Plan for the China (Xinjiang) Free Trade Pilot Zone." The Plan proposes promoting the transformation and upgrading of the manufacturing sector. Relying on the existing petrochemical industry foundation, it calls for extending, supplementing, and strengthening industrial chains. It also aims to build a national base for strategic mineral resources and a base for non-ferrous metal industries, thereby increasing the local conversion rate of non-ferrous metals. Furthermore, the Plan encourages the development of bonded blending of ores within comprehensive bonded zones. It will accelerate the development of manufacturing sectors such as rail transit equipment, agricultural and pastoral machinery, agricultural product processing equipment, textile-specific equipment, and construction and mining machinery equipment, and expedite the formation of advanced manufacturing clusters. The Plan supports the acceptance of industrial transfers from advanced equipment manufacturing industries in central and eastern regions, streamlines supporting links in equipment manufacturing—including green casting—and accelerates the development of the supporting industry for new-energy vehicle components. It will expand the commercial market for general aviation, advance related infrastructure development, and vigorously promote the entire general aviation industry chain, including aircraft manufacturing and maintenance, general aviation flight services, education and training, and emergency rescue, thus fostering a general aviation industry cluster. The Plan will also strengthen the safety and emergency response industry and cultivate demonstration bases for the national security and emergency response industry. Moreover, it will develop distinctive pharmaceutical industries, establish large-scale bulk active pharmaceutical ingredient production bases, and include innovative drugs and traditional Chinese medicines that meet the criteria into the National Medical Insurance Drug List and the Essential Medicines List.
