On Issuing the “Key Work Priorities of the Zhejiang Enterprise Credit Promotion Association for 2009”

In 2009, the guiding principle for the Zhejiang Provincial Enterprise Credit Promotion Association’s work was: taking the practice of the Scientific Outlook on Development as our guide, closely focusing on the central government’s requirements of “safeguarding growth, expanding domestic demand, and adjusting the economic structure,” further liberating our minds, pioneering and innovating, and actively fulfilling our functional roles. We will use solid and effective credit-building efforts to help enterprises bravely overcome current difficulties and tide over this challenging period together. We will also intensify publicity efforts and strengthen organizational development to expand our social influence; carry out credit training and research activities in diverse forms and at multiple levels to comprehensively enhance enterprises’ awareness of credit and their management capabilities; and continuously strengthen ourselves, remain proactive and ambitious, and strive to advance the construction of our province’s social credit system.
I. Conduct credit activities in multiple forms to expand social impact.
We will carefully prepare and organize the “Enterprise Credit Promotion Week,” themed “Credit Empowers Enterprise Development.” We will encourage localities to launch a variety of engaging credit-related activities—such as credit lectures and credit consultations—that are popular among the public. By fostering collaboration among enterprises, government agencies, social organizations, and the general public, we aim to create a positive social credit environment, enhance public awareness of credit, and ensure that credit consciousness takes root deeply in people’s hearts.
Continue to advance the “Credit Management Demonstration” project, actively promote the “Guidelines for Credit Management Standards,” and further refine the criteria for identifying demonstration enterprises in credit management. Under the guidance of the Provincial Administration for Industry and Commerce, the Provincial Promotion Association will adopt a locally-driven approach, with tiered application and certification procedures, to continuously enhance the pool of demonstration enterprises for credit management across various regions. We will genuinely identify and recognize a group of outstanding demonstration enterprises in credit management, using these exemplary cases as benchmarks to drive the development of a comprehensive enterprise credit management system throughout the province.
Organized cooperation with major provincial and municipal news media will be carried out to launch a series of publicity campaigns on corporate credit. We will vigorously promote the beneficial explorations and widely recognized positive achievements made by the Provincial Enterprise Credit Promotion Association since its establishment five years ago. We will highlight exemplary cases and innovative practices in which enterprises regard credit as their lifeline. Special emphasis will be placed on showcasing the outstanding deeds and successful experiences of “credit demonstration enterprises.” Moreover, we will also publicize model examples and effective measures taken by Party and government leaders at various localities who attach great importance to and provide strong support for credit-related work. The Provincial Promotion Association, in collaboration with the Provincial Center for Research and Evaluation of Business Credit (hereinafter referred to as the “Center”), will compile a collection of case studies titled “100 Model Enterprises for Credit Management in Zhejiang Province” (tentatively named). This collection will help enterprises summarize their experiences and lessons learned in credit development and enhance the overall level of enterprise credit management across society.
II. Widely carry out credit training to enhance the level of credit management.
Fully leverage the role of the “Zhejiang Province Enterprise Credit Education Base” by adopting a collaborative approach involving government, enterprises, and universities. By pooling resources and complementing each other’s strengths, we will systematically carry out professional qualification training for “Credit Management Specialists,” cultivating specialized talent in credit management and striving for significant breakthroughs in both the quality and quantity of training. The association can also organize multi-level in-house training programs tailored to the specific needs of enterprises.
This year, the provincial promotion association will conduct specialized training sessions in phases and batches for liaison officers from member enterprises, aiming to enhance communication and interaction with these member companies.
Continue to strengthen training for credit counselors within the industry and commerce system, and focus on cultivating a group of mid- to high-level professional talents engaged in credit management.
3. Integrate research resources and strengthen theoretical exploration.
Using the “Center” as a platform, we will organize and integrate research resources both within and outside the system to carry out highly effective research activities, striving to produce research outcomes that are both in-depth, instructive, and highly practical. In collaboration with the Provincial Association of Industry and Commerce, we will participate in the “Contemporary Zhejiang Studies Forum—2009 Academic Month” event hosted by the Provincial Federation of Social Sciences. Under the theme of “Building a Credit System for the Internet Economy,” we will organize a sub-forum and undertake targeted research projects, closely aligned with the Provincial Administration for Industry and Commerce’s work on internet credit supervision.
Establish a “Credit Salon” system to regularly and irregularly organize experts, scholars, and practitioners to discuss current hot topics and challenging issues in credit work practice, and produce minutes for reference by higher-level leaders.
Place great emphasis on leveraging the role of the “Corporate Credit Research Base,” and cultivate a group of specially appointed researchers among enterprises and relevant authorities. Adopt a closely integrated approach that combines industry, academia, and research to jointly conduct investigations and tackle key issues of concern to creditworthy enterprises. At the same time, collaborate with specialized institutions to carry out industry-specific and regionally focused credit assessments, striving to enhance the accuracy and authority of such assessments.
4. Enhance service functions and do a good job of member services.
The provincial promotion association shall guide and supervise local areas to strengthen the development of its organizational structure and membership base in accordance with the requirements of the established development and organizational plan. It should conduct surveys on the current status of organizational development and membership growth in various local areas, and put forward corresponding recommendations and measures for improvement. Membership development should be integrated with credit supervision efforts and the “Credit Management Demonstration Project,” and local credit enterprises that have significant social impact and representativeness should be brought into the association’s membership ranks.
Effectively carry out the revamp of the “Zhejiang Enterprise Credit Website,” improve the network for querying enterprise credit information, integrate resources from intermediary agencies to establish effective links, enrich the website’s service offerings, and increase both the volume of information and the click-through rate. Manage and invigorate the internal journal “Zhejiang Enterprise Credit,” enhancing its readability and expanding its distribution scope.
