Notice from the Ministry of Finance on Regulating Issues Related to the Management of Jewelry, Jewelry Artifacts, and Artistic Works Appraisals

Relevant ministries and commissions of the State Council, directly affiliated institutions, finance departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the central government, the Finance Bureau of the Xinjiang Production and Construction Corps, and centrally-administered enterprises concerned:
To standardize the appraisal activities of jewelry, ornaments, and art pieces, ensure the quality of such appraisals, and safeguard the legitimate rights and interests of all parties involved in jewelry, ornament, and art piece appraisals, and in accordance with the relevant provisions of the "Administrative Measures for the Approval of Asset Valuation Agencies" (Ministry of Finance Order No. 22), we hereby issue the following notice regarding matters related to the appraisal of jewelry, ornaments, and art pieces:
1. Institutions engaged in the appraisal of jewelry, ornaments, and art pieces shall obtain an asset appraisal qualification certificate issued by the financial authorities, with “Appraisal of Jewelry, Ornaments, and Art Pieces” clearly indicated in their scope of business.
The jewelry, ornaments, and art pieces referred to in the preceding paragraph include raw materials and semi-finished products made from gemstones, jade, and precious metals, as well as wearable accessories, crafted decorative items, and art collectibles made from these materials.
II. Asset valuation agencies engaging in the appraisal of jewelry, ornaments, and works of art shall be equipped with the specialized equipment necessary for conducting such appraisals and shall establish a quality control system for jewelry, ornament, and art appraisal projects.
3. Asset valuation agencies and certified asset appraisers (jewelry) engaged in the appraisal of jewelry, gemstones, and art pieces shall, in the course of their practice, comply with the Asset Valuation Standards, Guidelines, and the “Guiding Opinions on the Appraisal of Jewelry and Gemstones” (China Association of Asset Appraisers [2003] No. 1), and shall conduct their work independently, objectively, and impartially.
4. Asset valuation agencies engaging in the appraisal of jewelry, ornaments, and works of art shall establish a review system for appraisal reports on such items. The appraisal reports they issue must be reviewed by a partner (shareholder) who holds the qualification of a Certified Appraiser (Jewelry), and must be signed by two Certified Appraisers (Jewelry).
V. For appraisal services involving jewelry, ornaments, and works of art that affect public and national interests—such as those related to state-owned assets, listed companies, mortgage guarantees, and company establishment—clients are encouraged to entrust such appraisals to asset appraisal agencies with eight or more registered asset appraisers (jewelry).
6. The China Association of Asset Appraisers shall strengthen self-regulatory management within the industry, conduct random inspections—either regularly or irregularly—of appraisal reports on jewelry, ornaments, and works of art, and promote standardized practice among asset appraisal institutions and certified asset appraisers (jewelry) engaged in the appraisal of such items.
7. This notice shall take effect from the date of its issuance. Should you encounter any issues during implementation, please report them promptly.
