According to the Publicity Department of the Lüliang Municipal Party Committee, Lüliang—a resource-based region and a major energy city—bears the important mission of deepening the energy revolution and promoting low-carbon development. Over the past year, the city has undergone significant transformations in its energy production and utilization methods, and the pilot work on comprehensive energy reform has achieved certain results.
To make mining safer and more efficient, Lüliang City is comprehensively promoting the intelligentization of coal mines. As of now, a total of 17 intelligent mines and 192 intelligent mining faces have been built. Among these, 9 intelligent mines and 60 intelligent mining faces were completed in 2023.
To achieve green coal mining, Lüliang City has adhered to the principle of protective extraction of scarce coal types and has continuously expanded pilot programs for green and safe coal mining. The filling-mining project of Lishi Shenzhou Coal Industry has been completed; in Lan County, Changheng Coal & Coke has adopted the 9103 wind-entry roadway with rational coal-pillar retention and asymmetric support technology, reducing the coal-pillar width from the traditional 20 meters to 7.5 meters, thereby significantly boosting the recovery rate of coal resources. Pilot applications of the “110 Method” pillarless mining technology have been put into operation at five mines—Shenzhou, Zhujiadian, Nianyan, Longmen Tower, and Zhangzishan. The Pangpangta 10-million-ton-per-year coal mine in Lin County has already built an intelligent underground gangue sorting system capable of processing over 5.5 million tons of gangue annually. At Xingxian Xiagou, a 15-million-ton-per-year mine, and Zhongyang Xin Yan, a 2.4-million-ton-per-year mine, intelligent underground gangue sorting systems have also been completed... The breakthroughs and applications of these core technologies have become new growth drivers in Lüliang City’s journey toward green and low-carbon transformation.
It is reported that Lüliang boasts abundant resource advantages, with 160 million tons of coal reserves, a coking capacity of 38 million tons, and an unconventional natural gas production capacity of 3.5 billion cubic meters. The key to Lüliang City’s energy transition and development lies in how to break away from its single industrial structure dominated by coal while fully leveraging these resource advantages.
In recent years, Lüliang City has leveraged its resource endowments and industrial strengths, capitalizing on the advantages of coking-oven gas for hydrogen production—including its resource, cost, and application benefits—and firmly positioned the hydrogen energy industry as a key driver for high-quality development. Seizing early opportunities, the city regards the hydrogen energy sector as an important pathway to accelerate the transformation of its energy structure and achieve the “dual carbon” goals. Following the development strategy of “one core, two wings, three hubs, and four chains,” Lüliang is actively promoting synergies between coal and hydrogen. The city is strategically deploying major projects along multiple pathways, including hydrogen production from industrial exhaust gases, unconventional natural gas, and water electrolysis. It is accelerating the establishment of a comprehensive industrial chain covering hydrogen production, storage, transportation, refueling, and application, and is working hard to build itself into a leading hydrogen energy industrial base in northern China.
Meanwhile, the development of new energy sources continues to advance steadily. In 2023, Lüliang City has been continuously promoting the improvement of quality and efficiency in wind and photovoltaic new energy projects. The installed capacity of completed wind and photovoltaic new energy and clean energy generation projects has reached 3.3265 million kilowatts, accounting for approximately 30% of the city’s total installed power capacity. Among these, the installed capacity of centralized wind power is 1.5885 million kilowatts, distributed wind power is 0.21 million kilowatts, centralized photovoltaic power is 1.105 million kilowatts, distributed poverty-alleviation photovoltaic power is 0.386 million kilowatts, and biomass power is 0.037 million kilowatts. Currently, the city has 17 new energy projects under construction, with a total planned capacity of 1.365 million kilowatts.
A relevant official from the Lüliang City Energy Bureau stated that, in the next step, they will continue to accelerate the development of new energy sources, steadily advance the construction of photovoltaic and wind power projects, vigorously develop new types of energy storage, and actively explore pathways for the development of distributed renewable energy. This will enable new energy sources to evolve from supplementary energy to a primary source of incremental energy, promoting the substitution of low-carbon energy for high-carbon energy and renewable energy for fossil fuels.
