On the 26th, the State Council Information Office held a series of thematic press conferences on “Promoting High-Quality Development.” At the conference, Lin Qingmiao, Director of the Enterprise Reform Bureau of the State-owned Assets Supervision and Administration Commission of the State Council, stated that in the next step, the SASAC will improve the institutional framework for cooperation between state-owned enterprises and various types of enterprises, including private enterprises, and continue to promote synergistic development and project matchmaking between state-owned and private enterprises.
Lin Qingmiao stated that further leveraging the leading and driving role of state-owned enterprises and promoting coordinated development between state-owned and private enterprises are key tasks in the deepening and upgrading of state-owned enterprise reform, as well as an important cornerstone for building a high-level socialist market economic system. In recent years, the State-owned Assets Supervision and Administration Commission (SASAC) has been actively fostering a new development paradigm and advancing high-quality development by steadily promoting mutual promotion and coordinated development between state-owned and private enterprises. To summarize, there are “four types of cooperation”:
The first area is capital-level cooperation. Since the launch of the initiative to deepen and enhance state-owned enterprise reform, central enterprises have actively engaged in equity partnerships with private enterprises and other forms of social capital, with the total value exceeding 390 billion yuan. As of now, central enterprises have taken equity stakes in more than 13,000 enterprises of various types. Significant progress has been made in capital cooperation between state-owned and private enterprises.
The second aspect is collaboration across industrial chains. Central enterprises are launching joint-chain initiatives, working together with upstream and downstream companies in the industrial chain to strengthen, extend, stabilize, and reinforce the chain, thereby driving collaborative development among more than 5,700 business entities. Behind each “chain leader” enterprise, there is extensive participation and cooperation from numerous private enterprises.
The third aspect is collaborative supply-chain cooperation. In their procurement activities, central enterprises have strongly supported the development of private enterprises by lowering procurement thresholds and reducing transaction costs. Currently, among the more than 2 million enterprises directly engaged in the upstream and downstream supply chains driven by central enterprises, 96% are private small- and medium-sized enterprises.
The fourth area is cooperation in scientific and technological innovation. In key areas of strategic emerging industries and future industries, central enterprises have taken the lead in establishing 24 joint innovation consortia, collaborating with private enterprises, universities, research institutes, and other entities to tackle critical technological challenges. In fields such as industrial software, industrial mother machines, computing power networks, and new materials, these consortia have achieved breakthroughs in a large number of key core technologies with independent intellectual property rights, making significant contributions to achieving high-level self-reliance and strength in science and technology.
Lin Qingmiao emphasized that, in the next step, the SASAC will improve the institutional framework for cooperation between state-owned enterprises and various types of enterprises, including private ones. It will continue to promote synergistic development and project matchmaking between state-owned and private enterprises, guide state-owned enterprises in building collaborative and win-win supply-chain ecosystems, encourage state-owned enterprises to expand the open sharing of innovation resources, fully leverage the resource advantages of state-owned enterprises, private enterprises, and other types of enterprises, deepen cooperation continuously, and achieve common development.
