Recently, the 2024 Xinjiang Mineral Rights Offering Promotion Conference (Northern Xinjiang) was held in Yining City, Ili Kazakh Autonomous Prefecture, where 182 mineral rights offering projects were showcased in a concentrated manner. Aierken Tuniyaz, Deputy Secretary of the Xinjiang Uygur Autonomous Region Party Committee and Chairman of the Regional Government, attended the conference. Nearly 400 domestic mining-related enterprises were invited to participate.
　　“Since the beginning of this year, Xinjiang has once again set new records in the number of mining rights granted, transaction volumes, and revenues, and the enthusiasm for exploration and development of mineral resources across the region has reached an unprecedented level,” said Aierken Tuniyaz. He added that the mining rights projects being promoted this time have undergone thorough feasibility studies and careful screening, boasting favorable geological conditions for mineralization, promising exploration prospects, and significant resource potential. He expressed hope that a wide range of enterprises and geological survey institutions will actively participate in the exploration and development of Xinjiang’s mineral resources, accelerate their presence and investment in Xinjiang, and contribute to the region’s economic and social development.
　　At the meeting, centered around the theme “Focusing on Mineral Resource Development to Jointly Build a Beautiful Xinjiang,” 182 mineral rights offering projects—issued under the jurisdiction of both the Ministry of Natural Resources and the autonomous region—were prominently introduced, along with 144 geologic exploration projects funded by Xinjiang’s fiscal budget for 2025 and mineral rights offering projects administered by the Production and Construction Corps. The prefectures and cities of Ili, Tacheng, Altay, Bortala, Hami, and Turpan each presented their respective mineral rights offering projects. After careful screening, a batch of mineral rights and geologic exploration projects were listed for online auction on-site. Meanwhile, the “Several Measures for Promoting High-Quality Development of the Mining Industry,” issued by the General Office of the Autonomous Region’s People’s Government, as well as related policies on mineral rights offerings, were explained in detail. Participants were also briefed on the progress of Xinjiang’s new round of strategic actions aimed at achieving breakthroughs in mineral exploration, the procedures for mineral rights transactions, and relevant precautions. In addition, the Department of Natural Resources of the Xinjiang Uygur Autonomous Region and local (prefecture and city) departments of natural resources provided on-site answers to queries regarding the mineral rights offering projects.
　　It is reported that the newly promoted Xinjiang mineral rights offering projects primarily cover 22 types of minerals, including oil and gas, coal, copper, gold, lithium, and potash salts. Among these, there are 40 copper mines, 39 gold mines, and 34 oil and gas fields—most of which are Xinjiang’s advantageous mineral resources. In 2025, Xinjiang’s fiscal funds will be allocated to geological exploration projects, covering basic research, mineral resource exploration, and energy projects.
