On October 30, six government departments—including the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Housing and Urban-Rural Development—jointly released the "Guiding Opinions on Vigorously Implementing the Renewable Energy Substitution Initiative." At a press conference held today by the National Energy Administration, Zhang Xing, Deputy Director-General of the Administration’s Comprehensive Department and spokesperson, stated that going forward, the National Energy Administration will strengthen its measures to ensure the substitution of renewable energy in six key areas.

　　Specifically, this includes improving laws, regulations, and standards; perfecting mechanisms for green energy consumption; implementing fiscal and financial support policies for science and technology; strengthening market and pricing mechanisms; deepening international cooperation; and enhancing public awareness and guidance.

　　In terms of improving the mechanism for green energy consumption, the National Energy Administration will fully implement the policy of excluding non-fossil energy sources from the overall energy consumption targets and intensity control requirements. It will use green certificates as the fundamental evidence for accounting renewable energy electricity consumption and strengthen the effective alignment between green certificates and energy-saving and carbon-reduction policies. Furthermore, it will refine the mechanism for assigning responsibility weights for renewable energy power consumption, ensuring that these responsibilities are assigned to key energy-consuming entities and reinforcing the mandatory requirement for high-energy-consuming enterprises to use green electricity.

　　Regarding the improvement of market and pricing mechanisms, the National Energy Administration will deepen the market-oriented reform of grid-connected electricity prices for new energy sources, establish and refine trading mechanisms for medium- and long-term electricity markets, spot markets, and ancillary service markets that are tailored to the characteristics of renewable energy. It will also support direct transactions between renewable energy generation projects and various types of users, and encourage the signing of multi-year power purchase agreements with these users. Furthermore, it will establish and improve market mechanisms for renewable energy-based heating, biomethane, and clean, low-carbon hydrogen.
