　　In his speech, Chen Xianbin pointed out:

　　The southwestern region, especially Sichuan Province, has consistently played a vital role in ensuring national food security and strengthening the nation’s ecological security barrier.

　　The establishment of the Southwest Innovation Center not only responds to major national strategies such as safeguarding ecological security, ensuring food security, and building the Chengdu-Chongqing Twin-City Economic Circle, but also directly addresses pressing issues including ecological degradation in the upper reaches of the Yangtze and Yellow Rivers, the "non-agriculturalization, non-grainization, and fragmentation" of cultivated land, the deterioration of agricultural ecosystem services, and the inefficient use of construction land. This initiative will help foster proactive exploration in optimizing land space within the Chengdu-Chongqing Twin-City Economic Circle, expanding channels for the "Two Mountains" transformation, and promoting the transfer and commercialization of scientific and technological achievements. It holds significant demonstration and leading value for further strengthening the role of science and technology in advancing natural resource development in the southwestern region.

　　The Natural Resources Department’s Rectification Center will adhere to the principle of joint construction and shared benefits.

　　■ Centered on the Ministry-level Key Laboratory for Land Remediation (Center for Innovation in Land Engineering Technologies), and using the Ministry-level Field Scientific Observation and Research Station, the provincial-level research workstations, and the provincial-level Engineering Technology Innovation Center as nodes, we will continue to advance the construction of a collaborative innovation network.

　　■ At the same time, we will comprehensively strengthen cooperation with provincial-level science and technology innovation platforms such as the Southwest Innovation Center, fully tapping into the cooperative potential in areas including basic research, technological R&D, talent cultivation, and academic exchanges. Together, we will build a community of win-win cooperation and mutual achievement, working in concert to promote the commercialization, engineering application, and industrialization of scientific and technological achievements. We will spare no effort to provide robust support for the sustained development of ecological conservation and restoration as well as comprehensive land management initiatives, thereby stepping up to our responsibilities, demonstrating our capabilities, and contributing our strength to the creation of new-quality productivity in natural resources and the promotion of high-quality development in the natural resources sector.

　　■ Sichuan is an important water source conservation area in the upper reaches of the Yangtze River, a key water-supply region in the upper reaches of the Yellow River, and a globally significant hotspot for biodiversity conservation. It occupies a crucial position in the nation’s strategic framework for ecological security. By establishing the Innovation Center in Sichuan this time, the Ministry of Natural Resources is not only providing support and recognition for Sichuan’s natural resource management efforts but also offering encouragement and motivation to further advance these endeavors.

　　Jointly constructed by the Sichuan Provincial Land Consolidation Center, University of Electronic Science and Technology of China, Chinese Academy of Sciences, Chengdu Institute of Mountain Hazards and Environment, Ministry of Water Resources, and Sichuan Hanxia Jindi Science and Technology Research Institute Co., Ltd.

　　Focusing on national strategies such as ensuring food security, safeguarding ecological security, and building the Chengdu-Chongqing Twin-City Economic Circle, we will develop key technologies for ecological protection and restoration of land space as well as comprehensive land remediation, addressing issues including ecological degradation in the upper reaches of the Yangtze and Yellow Rivers, the “non-agriculturalization” and “non-grainization” of cultivated land, degradation of agricultural ecosystem services, and inefficient use of construction land. We will also produce a set of replicable and scalable key engineering technologies and core products, and promote their industrial application.

　　To date, we have received more than 30 awards for scientific and technological achievements, including 3 National Awards for Scientific and Technological Progress, 14 ministerial- and provincial-level science and technology awards, and 21 national-level industry (association) awards. We have also published numerous high-quality research papers, and our related research findings have been applied in fields such as ecological conservation and restoration, as well as comprehensive land remediation, achieving remarkable results.
