To implement the decisions and deployments of the Party Central Committee and the State Council, promote stable growth in foreign trade, and consolidate and enhance the positive momentum of economic recovery, with the approval of the State Council, we are now issuing to you the “Several Policy Measures for Promoting Stable Growth in Foreign Trade.” Please organize and implement these measures diligently.

Several Policy Measures to Promote Stable Growth in Foreign Trade
1. Expand the scale and coverage of export credit insurance. Support enterprises in tapping into diversified markets, encourage relevant insurance companies to increase their underwriting support for specialized, sophisticated, and innovative “little giants” and “hidden champions,” and broaden the scope of coverage along the export credit insurance value chain.
II. Increase financial support for foreign trade enterprises. The Export-Import Bank of China should strengthen its credit lending in the foreign trade sector to better meet the diverse financing needs of different types of foreign trade enterprises. Banks are encouraged to continuously optimize their financial services for foreign trade enterprises—particularly in areas such as credit approval, loan disbursement, and repayment—while rigorously verifying the authenticity of trade transactions and effectively managing risks. Financial institutions are also encouraged to step up their financing support for small, medium, and micro-sized foreign trade enterprises in accordance with market-oriented and rule-of-law principles.
3. Optimize cross-border trade settlement. Guide banking institutions to optimize their overseas presence and enhance their capacity to provide services and support for enterprises seeking to develop international markets. Strengthen coordination and alignment of macroeconomic policies to maintain the basic stability of the RMB exchange rate at a reasonable and balanced level. Encourage financial institutions to offer more foreign exchange risk management products to foreign trade enterprises, helping them improve their capabilities in managing exchange rate risks.
4. Promote the development of cross-border e-commerce. Continue to advance the construction of overseas smart logistics platforms. Support regions with suitable conditions to explore the establishment of cross-border e-commerce service platforms, providing enterprises with access to overseas legal and tax resources and other related services.
V. Expand exports of specialty agricultural products and other commodities. Expand exports of superior and specialty agricultural products, increase support measures to promote such exports, and foster entities that drive high-quality development. Provide guidance and assistance to enterprises in actively responding to unreasonable trade restrictions imposed by foreign countries, thereby creating a favorable external environment for exports.
6. Support the import of key equipment, energy resources, and other related products. In line with the new edition of the “Guidance Catalog for Industrial Structure Adjustment,” revise and release the “Catalog of Technologies and Products Encouraged for Import.” Further refine import policies for products such as recycled copper and aluminum raw materials, and expand imports of recycled resources.
7. Promote innovative development in green trade, border resident barter trade, and bonded maintenance services. Strengthen the connection between third-party carbon service providers and foreign trade enterprises. Actively develop border trade and advance the localization of processing for imported goods under border resident barter trade. Study and issue a new batch of catalogs of repair products for comprehensive bonded zones, as well as a second batch of catalogs of bonded repair products under the “two ends outside” model for pilot free trade zones. Provide new support for the implementation of pilot projects for bonded repair under the “two ends outside” model in additional comprehensive bonded zones and free trade zones, as well as pilot projects for bonded remanufacturing under the “two ends outside” model within comprehensive bonded zones.
8. Attract and facilitate cross-border travel for business travelers. Improve the public service platform for exhibitions operated by trade promotion agencies and the digital platforms serving enterprises, and strengthen information services and external publicity and promotion for trade shows. Prudently advance negotiations with more countries to sign mutual visa-exemption agreements, steadily expand the scope of countries eligible for unilateral visa-free entry into China, broaden the areas covered by the transit visa-free policy, and extend the duration of stay allowed under such policies. In accordance with regulations, promptly process and issue port visas to temporary, emergency business delegations arriving in China, and support business travelers from key trading partners in their visits to China.
9. Enhance the capacity to ensure maritime transport for foreign trade and strengthen employment services for foreign trade enterprises. Support foreign trade enterprises in forging closer strategic partnerships with shipping companies. Step up efforts to relieve the burden on foreign trade enterprises and stabilize employment, fully implementing, as prescribed, policies such as unemployment insurance-based employment stabilization refunds, entrepreneurship guarantee loans, and interest subsidies. Vigorously promote the “direct subsidy and rapid processing” service model to reduce business operating costs. Include key foreign trade enterprises within the scope of employment services and support, and strengthen guidance and services provided by human resources and social security specialists. All localities, relevant departments, and units should take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, closely focus on striving to achieve the annual economic and social development goals, earnestly carry out work to promote stable growth in foreign trade, and proactively cultivate new growth areas for foreign trade with a long-term perspective. Localities should intensify efforts to implement policies effectively; major foreign trade provinces should shoulder greater responsibilities and play an even more prominent role as drivers and pillars. The Ministry of Commerce, together with relevant departments and units, should closely monitor the operation of foreign trade, analyze changes in the situation, strengthen supervision and inspection, ensure the effective implementation of both existing and new policies in the foreign trade sector, help foreign trade enterprises stabilize orders and expand markets, and provide strong support for the sustained recovery and improvement of the economy.
