Reporters recently learned from the Autonomous Region’s Development and Reform Commission that, as of 2025, Inner Mongolia has reserved 1,133 projects in the “two new” and “two heavy” sectors—covering environmental protection and resource conservation—as well as central budget-funded investment projects, with a total investment of 179.6 billion yuan.

The Autonomous Region’s Development and Reform Commission has made specific arrangements for the next steps in planning and reserving projects in the “Two New” and “Two Heavy” areas related to environmental protection and resource conservation. First, we will closely monitor and intensify efforts to expand the scope of policies supporting the “Two New” initiatives. We will continue to plan and reserve projects in existing fields, conducting thorough assessments and diagnostics of existing projects in key sectors such as industry, energy, construction, transportation, education, culture and tourism, and healthcare. We will identify potential for phasing out or upgrading these projects, develop well-conceived and practical project reserves, and promote “double growth” and “double improvement” in both the quantity and quality of projects. We will also strengthen project planning in emerging fields such as electronic information, safe production, and facility agriculture, seizing early policy advantages. Furthermore, we will actively explore organizational approaches that leverage industrial parks and industrial clusters as platforms for comprehensive deployment and large-scale implementation, bundling “small and scattered” projects by region. Second, we will seize opportunities presented by the “Two Heavy” initiatives to build foundational capacity for addressing climate change. Focusing on the “dual carbon” goals, we will solidly carry out project preparation, secure funding, and ensure effective project implementation, striving to include projects from the autonomous region that meet the criteria for “Two Heavy” support within national plans and implementation schemes. Third, we will continuously enhance our reserves of central-budget-funded projects in the environmental protection and resource conservation sector. We will strengthen the planning of special projects aimed at energy conservation, carbon reduction, and pollution control. We will implement the autonomous region’s water-saving initiatives, stepping up efforts to plan and reserve projects involving water-saving upgrades in key industries, facilities for utilizing unconventional water sources such as mine drainage, and infrastructure for the resourceful use of wastewater.
