Recently, the nation’s first auction-based transfer of mining rights was successfully completed in Xinjiang—specifically, the exploration right for the Changcaodong Coal Mine in Shanshan County, Xinjiang, was sold at a premium of 381.726 million yuan. This transaction broke away from traditional models of mining rights transfers and, through its innovative approach of open bidding, has charted a brand-new path for reforming the national mining rights market, marking a significant step forward in the market-oriented allocation of China’s mineral resources.
It is reported that in the past, the transfer of mining rights in Xinjiang has largely relied on traditional methods such as agreements. This time, the Xinjiang Uygur Autonomous Region Public Resources Trading Center has boldly innovated and taken the lead nationwide by introducing a bidding mechanism. As the organizing body, the Xinjiang Uygur Autonomous Region Public Resources Trading Center has strictly adhered to relevant laws and regulations, carefully designed the transaction plan, and launched the project transfer via online listing and bidding through the Xinjiang Public Resources Trading Network—the national public resources trading platform. The entire process has been open, transparent, standardized, and well-organized.
During the announcement phase, the Xinjiang Uygur Autonomous Region Public Resources Trading Center disclosed to the public detailed information on exploration rights—including basic details, appraisal reports, transfer conditions, and qualification requirements for transferees—thus attracting a wide range of prospective bidders. The registration process featured stringent criteria, requiring bidders to submit relevant qualification documents and pay the corresponding deposit, thereby ensuring that participating companies possessed both the necessary capabilities and genuine intent. During the listing and bidding period, bidders logged onto the platform using their CA digital certificates and actively engaged in competitive bidding. The implementation of a timed-extension bidding mechanism further guaranteed the thoroughness and fairness of the competition.
It is understood that on the trading center’s bidding platform, bidders engaged in fierce competition over the exploration rights. After 460 rounds of bidding, Zhongcan (Tongxiang) Equity Investment Co., Ltd. ultimately stood out and successfully won the exploration rights at a price several times higher than the appraised value. As subsequent exploration and development work progresses, the company is expected to further ascertain the reserves of coal resources, enhance Xinjiang’s strategic position in the nation’s coal supply system, and accelerate the upgrading and transformation of the coal industry. With the injection of corporate capital, this coal mine will also strongly boost regional economic growth, foster coordinated development of upstream and downstream industries, and create numerous job opportunities.
