Recently, Premier Li Keqiang signed State Council Order No. 666, deciding to amend 66 administrative regulations, two of which pertain to the field of land and resource management: the "Regulations on the Administration of Geological Data" and the "Regulations on Land Surveys."

The amendment to the “Regulations on the Administration of Geological Data” is as follows: Article 11, which previously stated, “If, due to force majeure, the submitter of geological data is unable to submit the geological data within the time limit prescribed in Article 10 of these Regulations, they shall submit a request for an extension to the geological and mineral resources authority responsible for receiving geological data. Only after obtaining approval may the submission be extended. The maximum extension period shall not exceed 180 days,” is now amended to read: “If, due to force majeure, the submitter of geological data is unable to submit the geological data within the time limit prescribed in Article 10 of these Regulations, they shall notify the geological and mineral resources authority responsible for receiving geological data in writing of the factual circumstances constituting the force majeure that has caused the delay in submission.”

The amendment to the “Regulations on Land Survey” is as follows: Article 12, which previously stated, “After being approved jointly by the land and resources authority of the next higher-level people’s government and the relevant departments at the same level, it shall come into effect,” is now amended to read: “It shall be filed with the land and resources authority of the next higher-level people’s government.”

It is reported that, in order to promote, in accordance with the law, reforms aimed at streamlining administration and delegating power, combining regulation with oversight, and optimizing services, the State Council has reviewed administrative regulations related to the cancellation and adjustment of administrative approval items, price reforms, and the implementation of universal fee reductions. As a result, it has decided to amend certain provisions of 66 administrative regulations.
