Seize and make good use of the new opportunities inherent in the new normal, focus on addressing the new contradictions and challenges facing geological survey work, and strive to forge a new path for the reform and development of geological survey efforts. 1 Moon 27 On [date], the National Geological Survey Work Conference was held. Jiang Daming, Party Secretary and Minister of the Ministry of Natural Resources, as well as Chief Inspector of National Land Resources, emphasized that geological survey work must focus on major national needs, enhance the capacity for geological science and technology innovation, and fully support the strategic initiative to achieve breakthroughs in mineral exploration.
Jiang Daming pointed out that, 2014 Geological survey work over the past year has advanced through inheritance, innovated through development, and increasingly highlighted its pioneering and foundational role in economic and social development. Its awareness and capability to serve the overall national strategy have significantly improved, and major breakthroughs and positive progress have been made in five key areas: geological exploration for mineral resources, marine geological surveys, comprehensive surveys and the application of research findings, geological environmental surveys and protection, and innovation-driven development.
Jiang Daming emphasized that to do a good job in geological survey work, it is essential to thoroughly analyze the new situation and new tasks facing China under the “new normal” of economic development. First, although the growth rate of China’s energy resource demand has slowed down somewhat, the overall demand remains high, and the continuous optimization of its structure will become the new normal. This calls for strategic structural adjustments in geological survey work and sustained efforts to support mineral exploration. Second, as the global supply-and-demand pattern of energy resources undergoes adjustments, China is implementing... “ The Belt and Road ” First, strengthening the proactive capacity of geological surveys is urgently needed to support strategic initiatives and engage in global governance. Second, as resource and environmental constraints intensify and ecological civilization construction deepens, geological survey work must better fulfill its fundamental role. Third, with new changes occurring in the substance and approaches of land and resource management, geological survey work is called upon to expand its scope and enhance its capabilities. Fourth, the implementation of an innovation-driven strategy requires that geological science and technology innovation be deeply integrated with geological survey efforts, effectively leveraging the supporting and leading role of science and technology.
Jiang Daming emphasized that geological survey work must proactively adapt to the new tasks and requirements arising from the new normal of economic development, follow the objective laws governing economic and social development, grasp the distinctive features of geological survey work, seize and make good use of the new opportunities inherent in the new normal, focus on addressing the new contradictions and challenges facing geological survey work, place greater emphasis on serving major national strategies, enhance support for land and resource management, accelerate the shift in development models and structural adjustments, and rely more heavily on innovation-driven approaches, thus striving to forge a new path for the reform and development of geological survey work.
Jiang Daming emphasized that to do a good job in geological survey work this year and in the coming period, we must clearly define the public-interest, foundational, and pioneering nature of geological surveys. We should vigorously implement an innovation-driven development strategy, adhere to the simultaneous emphasis on geological exploration and expanding new areas of application, prioritize both improving survey quality and enhancing service levels, equally focus on strengthening business capabilities and building a robust team, and equally stress comprehensively deepening reform and managing operations in accordance with the law. This will enable us to comprehensively enhance the quality and service level of geological survey work. First, we must focus on major national needs and follow the guidelines proposed by the Party Group of the Ministry. “ Five services ” Requirements, plan well. “ 13th Five-Year Plan ” Geological survey work. We will place particular emphasis on energy resource surveys, strengthen marine geological surveys, and actively support major national strategies. Second, we will fully support the strategic initiative to achieve breakthroughs in mineral exploration, focusing on surveys of energy minerals and critical, scarce mineral resources vital to national security. We will fully leverage the guiding role of public-interest geological work to ensure that the goals of the second phase are met on schedule. Third, we will prioritize scientific and technological innovation and enhance our capacity for geological science and technology innovation. We must accelerate reforms of the institutional mechanisms governing geological science and technology, target major geological challenges for innovative research, and firmly establish... “ Talent resources are the primary resource. ” The guiding principle is to cultivate a group of leading talents in scientific and technological innovation. Fourth, we must strengthen the leadership team and build a capable workforce by upholding discipline, emphasizing learning, setting exemplary standards, and fostering unity. Fifth, we must earnestly reinforce the building of Party conduct and integrity, taking the enhancement of project fund management as the key entry point and breakthrough for promoting this effort. We should refine planning and deployment, strengthen institutional development, improve risk prevention and control mechanisms, ensure the effective use of funds, and guarantee that our cadres are eager to take on responsibilities, capable of getting things done, successful in their endeavors, and free from any misconduct.
Zhong Ziran, member of the Party Leadership Group of the Ministry of Natural Resources and Party Secretary and Director of the China Geological Survey, pointed out that we must clearly recognize the situation and tasks facing geological survey work under the new normal of economic development from six perspectives: the need for strategic structural adjustments in geological survey work to meet the requirements of the new normal in economic development; the new and higher demands placed on geological survey work by the construction of an ecological civilization; the call for profound reforms in geological survey work driven by the comprehensive deepening of reform; the need for robust geological support provided by geological survey work in implementing a series of major national strategies; the new positioning of natural resource management requiring geological survey work to step up its support and service efforts; and the importance of accurately grasping the impact of emerging global trends in Earth science on geological survey work. We must accurately define the role and approach of geological survey work under the new normal of economic development, integrate geological survey endeavors into the broader context of economic and social development and natural resource management, and wholeheartedly support the security of energy and resource supplies while providing meticulous services to the central tasks of natural resource management. We must remain steadfast in our overarching goal of building a world-class geological survey bureau, truly achieving excellence in service, outcomes, technology, talent, equipment, and management. We must vigorously implement three major strategies—strengthening the bureau through science and technology, cultivating talent, and governing according to law—fully leveraging the leading, supporting, and driving roles of scientific and technological innovation and progress. We must also make great efforts to implement the Outstanding Geological Talent Program, the Distinguished Geological Talent Program, and the Excellent Talent Program.
Zhong Ziran requested optimizing business deployment by implementing the following plans: the Land-Based Energy and Mineral Geological Survey Program, the Key Mineral Resource Survey Program, the Geological Environment Survey Program for Major Economic Zones and Urban Agglomerations, the Support Program for Geological Disaster Prevention and Geological Environmental Protection, and the Basic Geological Support Program for Land Development and Conservation. “ The Belt and Road ” Basic Geological Survey and Information Service Plan, Geological Survey Technology Support Plan, Geological Data Update and Application Service Plan, Marine Geological Survey Plan, and others. “ Nine Major Plans ” To ensure national energy and resource security, support ecological civilization development, enhance disaster prevention and mitigation efforts, facilitate new-type urbanization, industrialization, agricultural modernization, and major infrastructure projects, and contribute to the building of a strong maritime nation. “ Five Major Needs ”。
Zhong Ziran emphasized the need to vigorously promote strategic restructuring of geological survey work, placing energy and mineral resource surveys in a more prominent position and providing stronger support for safeguarding national energy security and reforming the exploration and development system. We must accelerate technological innovation to provide even stronger support for the strategic initiative aimed at achieving breakthroughs in mineral exploration. We should also strengthen geological surveys related to natural resources, land space, ecological environment, and geological hazards, thereby providing more robust support for building an ecological civilization and advancing reforms in natural resource management systems and land management systems. Furthermore, we must speed up marine geological surveys to better support the construction of a maritime power. Finally, we should deepen international geoscience cooperation and overseas geological surveys to provide even stronger support. “ The Belt and Road ” Strategy: Intensify the integrated development, comprehensive research, and application services of geological resource information, thereby providing stronger support for meeting the needs of governments, enterprises, and society for geological information.
Zhong Ziran pointed out that we must use reform measures to tackle the challenges that are hindering and constraining the development of geological survey work. To do this, we need to comprehensively deepen the reform of the geological survey system and mechanisms in six key areas: reforming the evaluation mechanism for geological survey results, reforming the operational mechanisms for geological surveys, reforming the system of geological science and technology, reforming the financial budget system for geological surveys, reforming the supervision system for geological surveys, and carrying out classified reforms of geological survey institutions.
Finally, Zhong Ziran emphasized that to fully and vigorously promote the sustained and healthy development of geological survey work, we must focus on the following six aspects: First, geological survey institutions should proactively and actively report their work to local people's governments and their departments of natural resources; second, central and local public-interest geological work should be coordinated and integrated, with rational division of labor, information sharing, and close cooperation; third, the regional project offices should be improved and perfected within this year. “ Three determinations ” Fourth, the project implementing agencies and project leaders must earnestly assume their responsibilities. Fifth, the national geological survey teams must genuinely strengthen their cohesion and combat effectiveness. Sixth, all national geological survey institutions must regard the prevention and control of integrity risks as a key task.
